Requires any person responsible for news and social media reports based on government records received under Hawaiʻi’s Uniform Information Practices Act to respond to record requests in the same manner as an agency under chapter 92F, HRS, with exceptions.

Authorizes the issuance of $55,000,000 in general obligation bonds for the purpose of assisting the Korean War Foundation, Inc., with the acquisition of land and the planning, design, and construction of a war memorial hall within the Aiea (Rainbow) Bay State Recreation Area.
Establishes the Teacher Home Assistance Program to be administered by the Hawaiʻi Housing Finance and Development Corporation to provide housing vouchers to certain teachers who are employed by the Department of Education and commit to teach at hard-to-fill schools and charter schools for no less than 5 years. Appropriates moneys. Declares that the appropriation exceeds the state general fund expenditure ceiling for 20242025.
Establishes a goal to transition all state-owned, non-road vehicles to be zero-emission vehicles by the end of 2045. Defines non-road vehicle.
Beginning October 1, 2024, requires that all cartridges for electronic smoking devices and solutions for filling or refilling an electronic smoking device to be in child-resistant packaging.
Requires petitions or motions for a pro hac vice appearance for a court proceeding or arbitration proceeding to be supported by evidence of the applicant's and local counsel's Hawaiʻi business registrations, the applicant's and local counsel's Hawaiʻi general excise tax license numbers, an affirmation that both the applicant and local counsel will pay all state income tax due for Hawaiʻi business activities, and all other information or documentation required by the Rules of the Supreme Court of the State of Hawaiʻi.
Appropriates funds to maintain seventy-five health technician positions within the Department of Education for the Hawaiʻi Keiki: Healthy and Ready to Learn Program. Declares that the general fund expenditure ceiling is exceeded.
Prohibits the purchase and sale of a motor vehicle to another individual who is not duly licensed to operate that category of motor vehicle. Prohibits the registered owner of a motor vehicle from allowing an individual who is not duly licensed to operate that category of motor vehicle to operate the vehicle. Imposes penalties.
Establishes the Homeless Services Fund. Amends the conveyance tax rates based on property values. Repeals the conveyance tax rates set separately for conveyances for which the purchasers are ineligible for a county homeowner's exemption on property tax. Exempts from conveyance taxes, conveyances of real property to organizations with certain affordability requirements and to certain nonprofit organizations. Allows collected conveyance taxes to be allocated to the Affordable Homeownership Revolving Fund and Homeless Services Fund and amends the allocations to the Land Conservation Fund and Rental Housing Revolving Fund. Allows counties to apply for matching funds from the Affordable Homeownership Revolving Fund for housing projects that are subject to a perpetual affordability requirement.
Prohibits any person from intentionally encouraging or coercing any other person to consume alcohol or any other intoxicant for the purpose of enabling the other person to operate a vehicle under the influence of an intoxicant. Provides that a person guilty of this offense shall be subject to the same penalties imposed on a person convicted of operating a vehicle under the influence of an intoxicant.
