Requires government entities to seek reimbursement for search and rescue expenses from persons who require rescue after ignoring warning signs, leaving a hiking trail to enter a prohibited area, or hiking on a trail closed to the public. Takes effect 1/1/2042. (SD1)

Specifies that fire safety use is a beneficial use of fresh water in the State Water Code. Requires the Department of Land and Natural Resources, in consultation with the Hawaiʻi Emergency Management Agency, to cooperate with the counties and reservoir owners to develop protocols and agreements for the use of reservoir waters for fire safety purposes. Amends the conditions, manner, and areas in which the Commission on Water Resource Management can declare and provide notice of water shortages and emergencies.
Establishes the Wildfire Mitigation Working Group. Requires a report to the Legislature. Requires the Office of Planning and Sustainable Development to provide administrative support to the working group. Makes an appropriation.
Makes an appropriation to the Hawaiʻi Housing Finance and Development Corporation for the establishment and hiring of one full-time equivalent (1.0 FTE) project manager III position to aid in the development of affordable housing options in the State. Amends the definition of "volunteer-based supervised clinical training rotation" to clarify that preceptors may be compensated for the provision of standard clinical services during supervised clinical trainings. Amends the definition of "eligible student" to include physician assistants, registered dietitians, and social work students. Includes the Director of Health as a member of the Preceptor Credit Assurance Committee.
