Requires the department of health to implement the auditor's recommendations for the deposit beverage container program, including developing a risk-based selection process to select reports submitted by distributors and redemption centers for audit. Requires redemption centers to install reverse vending machines.

Amends the requirements for a condominium association's standard proxy form by deleting the option for a condominium owner to give the proxy to the board as a whole. Clarifies that no managing agent, resident manager, or their employees, or the association's employees, shall solicit any proxies from any unit owner of the association.
Amends certain land subdivision and condominium property regime laws related to agricultural land, as recommended pursuant to Act 278, Session Laws of Hawaii 2019, to ensure condominium property regime projects within the agricultural district are used for agricultural purposes.
Clarifies that work practice standards and notification requirements for the demolition and renovation of facilities containing asbestos apply to single-family residences. Requires the Department of Health to amend its administrative rules in accordance with this Act.
Establishes a Commercial Rent Relief Grant Program. Requires that the commercial rent relief grants be given priority for moneys received through federal funding. Appropriates an unspecified amount to the emergency and budget reserve fund for the program. Effective 7/1/2050. (SD2)

Requires that the department of accounting and general services be responsible for ensuring that the facilities under their responsibility are maintained in accordance with proper repair, maintenance, and cleanliness standards to promote the health and safety of occupants and visitors. (SD1)
Establishes a digital identification pilot program to be implemented by the director of transportation and administered by the examiner of drivers for each county. Requires the director of transportation to acquire or develop a mobile application that displays digital identification required for drivers' licenses and civil identification cards. Repeals on June 30, 2022.
Requires persons in counties having a population greater than seven hundred fifty thousand who receive state funds and state financial assistance to donate unnecessary but functioning electronic devices and televisions to nonprofit organizations that will refurbish and distribute them to eligible persons in the State. Sets reporting requirements for donating entities, nonprofit refurbishers, and the department of accounting and general services. Sets administrative penalties for violations. Effective 7/1/2050. Limits the government's use of facial recognition systems, except in certain circumstances. Does not apply to personal use of a privately owned facial recognition system when acting in an unofficial capacity.
