RELATING TO TAXATION.

RELATING TO REAL ESTATE INVESTMENT TRUSTS.

Requires real estate investment trusts to notify the department of taxation of its presence within the State and to report the assets and revenues generated annually. Imposes a daily monetary fine for noncompliance.

RELATING TO AIRFIELDS.

Authorizes the department of business, economic development, and tourism to maintain airfields. Requires the department of transportation to transfer the lease of Kawaihapai Airfield to the department of business, economic development, and tourism.

RELATING TO CHILDREN.

Allows a minor who has reached the age of sixteen to petition the family court for emancipation. Requires the court to take certain actions regarding investigation of the petition, appointment of legal counsel and a guardian ad litem for the petitioning minor, and the findings necessary to grant the petition. Specifies the rights gained by the minor upon emancipation. Requires the court to require the minor's parents or legal guardians to pay for any services ordered by the court. Effective 7/1/2060. RELATING TO THE UNIVERSITY OF HAWAII.

Requires that twenty-five per cent of a University of Hawaii research faculty's salary be paid out of the extramural funds and research and training revolving fund generated by the unit at which the faculty works or holds tenure. Requires grants, contracts, and agreements applied for or entered into beginning on July 1, 2021, that provide for extramural funds for use by a research faculty to include express provision allowing such funds to be used to pay for the research faculty's salary. Defines research faculty.

RELATING TO HOMELESSNESS.

Requires the governor's coordinator on homelessness, in conjunction with the Hawaii interagency council on homelessness, to develop plans for the city and county of Honolulu and the counties of Hawaii, Kauai, and Maui to coordinate the services and shelter facilities of public agencies and nonprofit organizations to meet the concerns of communities impacted by homelessness and the needs of the homeless population within each county. Requires the county plans to contain specific strategies to address unmet needs in each county. Requires annual reports to the legislature on the status of the county plans. Effective 7/1/2060. RELATING TO MEDICAL CANNABIS.

Creates a cultivation facility license, which allows cultivators to grow cannabis for sale to licensed dispensaries. Establishes requirements for license application and qualifications for license holders. Establishes requirements for cultivation facility operations, including plant tracking and testing. Clarifies that cultivation facilities may sell product only to licensed dispensaries. Authorizes the Department of Health to determine the number of cultivation licenses to be issued. Allows one cultivation license to be issued per tax map key number. Limits the number of cannabis plants grown at each cultivation facility to one thousand. Effective 7/1/2050. (SD1)

RELATING TO EMPLOYMENT.

Directs the Department of Human Resources Development to convene a working group of stakeholders to update and create policies and procedures relating to telework and alternative work schedules to address the caregiving responsibilities and other needs of state employees and submit a report on its proposed telework and alternative work schedule policies and procedures, including any recommendations on proposed legislation or specific budget requests, to the Legislature no later than 20 days prior to the convening of the Regular Session of 2022. Requires departments to adopt Department of Human Resources Development policies that permit state employees to telework while caregiving during the COVID-19 pandemic. Effective 7/1/2050. (SD2)

RELATING TO THE CODE OF ETHICS.

Prohibits certain state officials and employees from representing certain interests regarding any state administrative or legislative action for 12 months after termination from their respective positions.
