Requires that the dispensing of a pharmacist-prescribed opioid antagonist be reported to the State's Electronic Prescription Accountability System. (SD1)

Extends the timeframe given to the county councils to approve, approve with modification, or disapprove an affordable housing project submitted for review pursuant to section 201H38(a), Hawaii Revised Statutes, from forty-five days to sixty days.
Requires parties to procurement protests to use best efforts to resolve issues at the procurement officer level before submission of a protest.
Transfers the enforcement of the "Made in Hawaii" trademark from the Department of Agriculture to the Department of Commerce and Consumer Affairs. Renames the "Hawaii Made" program to the "Made in Hawaii" program. Makes an appropriation.
Requires coffee blend labels to disclose regional origins and percent by weight of the blended coffees. Prohibits using geographic origins of coffee in labeling or advertising for roasted or instant coffee that contains less than specified percentages coffee by weight from that geographic origin. Appropriates moneys for inspection and detection technologies.
Extends the offense of false labeling of Hawaii-grown coffee to include roasted coffee. Imposes $10,000 fine for false-labeling of Hawaii-grown roasted coffee.
Requires agencies that collect receipts for any disposition of the public land trust shall each fiscal quarter transfer to the department of Hawaiian home lands or the office of Hawaiian affairs twenty per cent of each receipt from the disposition. Returns certain moneys previously claimed as public land trust overpayments to the office of Hawaiian affairs. Establishes a public land trust revenues negotiating committee.
Requires each county police department to collect certain data regarding police stops, uses of force, and arrests, and submit to the legislature annual reports.
Requires original equipment manufacturers of digital electronic equipment to make documentation, parts, and tools available to independent repair providers and owners for the purposes of diagnosis, maintenance, and repair on fair and reasonable terms.
Amends the definition of "agricultural building" for purposes of section 46-88, HRS, to clarify that "agricultural building" means a development built exclusively for agricultural or aquacultural purposes. Clarifies that buildings used for human habitation; buildings used by the public, such as a place of employment or entertainment; and buildings with multiple or mixed uses where one or more uses do not meet the definition of agricultural building, are not agricultural buildings.
