Establishes the noise pollution task force within the Department of Health to investigate noise pollution and provide recommendations on how to better regulate excessive noise pollution throughout the State, from both stationary and non-stationary sources. Appropriates funds. (SD1)

Requires the Department of Transportation to specify rules, procedures, standards, and enforcement for mandatory noise abatement as part of the Tour Aircraft Operators Permit.
Establishes the offense of unlawful shipment of tobacco products. Includes electronic smoking devices within the definition of "tobacco products", as used in the cigarette tax and tobacco tax law. Increases the license fee for persons engaged as a wholesaler or dealer of cigarettes and tobacco products. Increases the retail tobacco permit fee for retailers engaged in the retail sale of cigarettes and tobacco products. Repeals certain provisions of the Hawaii Revised Statutes relating to electronic smoking devices. Provides for the disposition of fines paid for the unlawful shipment of tobacco products into the Hawaii Tobacco Prevention and Control Trust Fund. Effective 1/1/2023. (SD1)
Creates an exception to the statutory requirement that overtime compensation be paid for work performed for certain State public work projects on Saturdays, Sundays, and State holidays. Specifically, when an applicable collective bargaining agreement permits, overtime compensation is not required for work performed on a Saturday of a week during which a condition or circumstance beyond the control of the contractor prevented workers from working for eight hours on one or more of the regularly scheduled Monday through Friday workdays, and the total hours of work performed on the project during the workweek by the worker has not exceeded forty hours. Prohibits the president of the University of Hawaii from serving concurrently as a campus chancellor. Prohibits the president of the University of Hawaii from serving concurrently as chief procurement officer. (SD1)

Authorizes, under certain circumstances, the School Facilities Authority Board to provide to the Governor a list of up to three candidates for the position of Executive Director of the School Facilities Authority. Requires the Governor to select a nominee for senate approval within sixty days of receiving the list of candidates. Provides that in the event of a vacancy, the Assistant Superintendent for the Office of Facilities and Operations shall serve as the Acting Executive Director of the School Facilities Authority until a new Executive Director is appointed and the Senate advises and consents. Creates a three-year pilot program within the Department of Transportation that requires procurement of professional services from construction management consultants using the competitive sealed bidding and competitive sealed proposals methods of procurement. Exempts emergency procurements. Requires annual reports to the Legislature.
Authorizes the Ocean Stewardship Special Fund to be used for planning, development, designing, or implementation of beach restoration projects, including the awarding of grants to nonprofit organizations for beach and nearshore environmental cleanup. Takes effect 7/1/2050. (SD1)
