RELATING TO FILM INFRASTRUCTURE TAX CREDIT.

Establishes a film infrastructure income tax credit. Requires that the film infrastructure project spend an unspecified amount on eligible infrastructure costs. Sets an aggregate cap amount for the credit per year. Appropriates funds to the department of business, economic development, and tourism's creative industries division for two full-time equivalent (2.0 FTE) positions. Effective 10/18/2050. (HD1)

PROPOSING AN AMENDMENT TO ARTICLE X, SECTION 6, OF THE HAWAII CONSTITUTION TO REPEAL THE UNIVERSITY OF HAWAII BOARD OF REGENTS CANDIDATE ADVISORY COUNCIL.

Repeals the Candidate Advisory Council for the Board of Regents of the University of Hawaii. Authorizes the governor to appoint members to the board of regents of the University of Hawaii without being limited to selecting a candidate deemed qualified by the Council. Clarifies the jurisdiction of the Board of Regents over the internal structure, management, and operations of the university. Takes effect 7/30/2075. (SD2)

PROPOSING AN AMENDMENT TO ARTICLE II, SECTION 1, OF THE HAWAII STATE CONSTITUTION TO CHANGE THE AGE QUALIFICATION FOR VOTING IN STATE OR LOCAL ELECTIONS.

Proposes a constitutional amendment to authorize individuals who are seventeen years of age but will be eighteen years of age by a state or local general election to vote at the state or local primary election immediately preceding the state or local general election, and at any co-occurring or subsequent special election. Effective 7/1/2050, upon compliance with article XVII, section 3, of the state constitution. (SD1)

RELATING TO PROCUREMENT.

Requires that any procurement change order that increases the contract cost by more than fifty per cent be considered a new contract for procurement purpose, except if approval of the change order is determined to be in the best interest of the State. Effective 7/1/2050. (HD1)

RELATING TO INCARCERATED WOMEN.

Appropriates funds for the second year of the program to train incarcerated women to be general education development tutors for their peers, provide college correspondence courses for women in the women's community correctional center, and provide reentry and transition services for women wanting to continue their education post-incarceration. Authorizes partnerships between the department of education, University of Hawaii, and department of public safety. Appropriates funds. Effective 7/1/3000. (HD1)
