RELATING TO AFFORDABLE HOUSING.

Requires the HHFDC, with the assistance of the governor's coordinator on homelessness, to review the Affordable Rental Housing Report and Ten-Year Plan; determine whether any of the lands in the report are suitable for development of temporary housing for the ohana zones pilot program or other affordable housing; and determine the actions required to develop the lands accordingly. Requires HHFDC to submit a report to the legislature before the 2023 regular session. Requires HHFDC to establish a five-year dwelling unit revolving fund equity pilot program. Appropriates funds. RELATING TO INVASIVE SPECIES.

Requires the Hawaii invasive species council to classify coffee leaf rust as an invasive species in its administrative rules and to direct available funding for mitigation efforts, research, and prevention or control actions for coffee leaf rust. (HD1)

RELATING TO THE GENERAL EXCISE TAX.

Authorizes the Director of Taxation to exempt a taxpayer whose annual general excise tax liability does not exceed $100 from monthly, quarterly, or semiannual general excise tax filing requirements; provided that the taxpayer files an annual return. Applies to taxable years beginning after 12/31/2022.

RELATING TO BONDS.

Requires counties or issuers that retain their allocation of the annual state bond ceiling to submit quarterly reports to the department of budget and finance on the status or use of any allocation. Specifies that unless requested by the governor and approved by the legislature, no special purpose revenue bonds requiring an allocation of annual state ceiling shall be authorized after 6/30/2022, and before 12/31/2028. Specifies that any allocation of the annual state ceiling to a county with a population of over 500,000 during this same time period shall be used only for rental housing projects that are eligible for the low-income housing tax credit. Effective 7/1/2050. (HD1)

RELATING TO THE COMPREHENSIVE OFFENDER REENTRY SYSTEM.

Requires the offender reentry office of the department of public safety to develop and implement a risk needs assessment tool that is specifically intended to assess the needs of women offenders. Requires a report to the legislature. Effective 7/1/3000. (HD2)

RELATING TO CORRECTIONS.

Establishes the women's corrections implementation commission within the department of public safety to provide oversight over state correctional facilities and community correctional centers that incarcerate women; receive and investigate complaints from incarcerated women; monitor the criminal justice system's progress in implementing reforms; and monitor programs and data that are important to ensuring successful outcomes for women in the correctional system. Requires annual reports to the legislature. Appropriates funds. Effective 7/1/2050. (HD2)

RELATING TO AFFORDABLE HOUSING.

Indefinitely extends the deadline for the Hawaii housing finance and development corporation to renegotiate an existing, or issue a new, ground lease for the Front street apartments affordable housing project before the corporation's requirement to initiate condemnation proceedings is triggered.
