Establishes within the Office of Wellness and Resilience, the Malama Ohana Working Group to seek, design, and recommend transformative changes to the State's existing child welfare system. Allows the Office of Wellness and Resilience to contract with an administrative facilitator to provide necessary support for the Malama Ohana Working Group in carrying out its duties. Requires the Malama Ohana Working Group to report to the Legislature prior to the Regular Session of 2025 and be dissolved upon the adjournment thereof. Appropriates funds.
Appropriates funds for the Department of Health to control the State's feral chicken population. Requires the establishment of a complaint hotline that may be used to report nuisances and health hazards caused by the presence of feral chickens and to request removal of the feral chickens.
Requires that cesspools within five hundred feet of certain bodies of water be upgraded, converted, or connected if sold or transferred on or after 1/1/2026.
Caps the service charges for a primary and secondary ticket seller. Requires website operators to guarantee refunds in certain circumstances and disclose that the website is not the primary ticket seller. Prohibits variable demand pricing, speculative tickets, and the usage of bots. Makes conforming amendments.
Requires restaurants to clearly disclose to customers how tips are allocated to employees.
Requires the Office of the Auditor to conduct a comprehensive management and financial audit of the Hawaii Tourism Authority and the Department of Business, Economic Development, and Tourism, specifically relating to the Request for Proposals regarding destination brand marketing and management services to the State for the United States major market area.
Establishes ownership of any cow, horse, mule, donkey, sheep, goat, or swine, not marked or branded, and running wild on public lands to any person who intentionally feeds the animal.
Provides an emergency appropriation to the Department of Education to address the anticipated budget shortfall in utilities and school food services.
Establishes a 5-year pilot program within the Department of Health to eradicate feral chickens in the State. Requires the Department of Agriculture to submit a special local need registration to the United States Environmental Protection Agency. Makes an appropriation.
