RELATING TO VETERINARIANS.

Renames the John A. Burns School of Medicine special fund as the physician and veterinarian special fund. Expands the authorized uses of the special fund to include providing loan repayments to veterinarians and scholarships for students attending a veterinary college; provided that the recipient commits to work in the State for a period of time determined by the Hawaiʻi Board of Veterinary Medicine. Requires the Hawaiʻi Board of Veterinary Medicine to establish a loan repayment and scholarship program. Assesses a fee on persons obtaining or renewing a veterinarian license. Provides for the deposit of the fee into the physician and veterinarian special fund. Appropriates moneys into and out of the physician and veterinarian special fund. Declares that the appropriation exceeds the state general fund expenditure ceiling.

RELATING TO GOVERNMENT RECORDS.

Requires any person responsible for news and social media reports based on government records received under Hawaiʻi’s Uniform Information Practices Act to respond to record requests in the same manner as an agency under chapter 92F, HRS, with exceptions.

RELATING TO COUNTY ETHICS COMMISSIONS.

Authorizes the Judicial Council to nominate persons for appointment to a county ethics commission; provided that the county's charter or ordinance requires members of the commission to be appointed from nominations made by the Judicial Council.

RELATING TO GRAY WATER INCOME TAX CREDIT.

Establishes a gray water income tax credit to encourage the installation of qualified gray water systems certified by the Department of Health on existing residential properties and new housing developments. Effective for taxable years beginning after 12/31/2024. Repeals 1/1/2035.

RELATING TO THE MAUNA KEA STEWARDSHIP AND OVERSIGHT AUTHORITY.

Authorizes 2 or more members of the Mauna Kea Stewardship and Oversight Authority to meet during the transition period described in section 195H-6, HRS, regarding any matter relating to the Authority's business; provided that no commitment to vote is made or sought and no decision-making action is taken. Clarifies that the Authority is subject to state sovereign immunity.

RELATING TO EDUCATION.

Requires the Department of Education to submit annual reports to the Legislature on prior attendance at early learning programs for students entering kindergarten. Repeals standardized assessment requirements for students entering kindergarten.

RELATING TO DEMENTIA.

Requires the law enforcement standards board to develop training materials related to the recognition and signs of Alzheimer's disease and related types of dementia. Requires law enforcement officers to review training materials for at least 1 hour per year.

RELATING TO EDUCATION.

Beginning with the 2025-2026 school year, requires the Department of Education to include the teaching of financial literacy in grades nine through twelve. Requires students in grades nine through twelve to complete one course in financial literacy before graduation. Requires the Board of Education to provide professional development to teachers who are teaching financial literacy courses. Requires the Board of Education to adopt administrative rules to implement financial literacy education curriculum and regularly review the financial literacy curricula plan. Authorizes the Board of Education to consult with other state and county agencies, private entities, and nonprofit organizations to disseminate information on financial literacy education resources.
