RELATING TO VALUE-ADDED PRODUCTION.

Establishes the Access to Local Value-Added Products Act to allow homemade food operations to sell homemade food products, under certain conditions, upon registering with the Department of Health. Takes effect 7/1/2040. (SD2)

RELATING TO ELECTRIC VEHICLE CHARGING SYSTEMS.

Removes the exemption that allowed owners of multiple parking facilities within the State to designate and electrify fewer parking spaces than required in one or more of the properties if the requirement for the total number of aggregate spaces on all of their owned properties was met. Authorizes the counties to adopt ordinances to regulate electric vehicle charging systems for places of public accommodation with fewer than one hundred parking spaces. Requires the Clean Ground Transportation Working Group to develop plans for public electric vehicle charging stations on each neighbor island and develop an expedited permitting process for electric vehicle charges and related supporting infrastructure. Requires a report to the Legislature and counties. (SD1)

RELATING TO BOARDS AND COMMISSIONS.

Clarifies that the prohibition against board and commission holdover members from holding office beyond the end of the second regular legislative session following the expiration of the member's term of office takes precedence over any conflicting statutes.

RELATING TO PUBLIC EMPLOYEE COMPENSATION.

Prohibits a board or commission from authorizing a base salary for a position and prohibits an employee from receiving a base salary, in excess of the amount designated in the budget enacted by the Legislature or other legislative enactment, unless approved by the Legislature. Takes effect 7/1/2050. (SD1)

RELATING TO THE HAWAII TOURISM AUTHORITY.

Reduces the number of members on the Hawaiʻi Tourism Authority Board of Directors and number of members that constitute a quorum. Makes certain amendments to membership eligibility. Prohibits holdover board members of the Hawaiʻi Tourism Authority from holding office beyond the commencement of the next legislative session following the expiration of the member's term of office. RELATING TO GOVERNMENT ACCOUNTABILITY.

Requires any report of a study or an audit enacted with a legislative appropriation or adopted by concurrent resolution to be submitted to the chairs of the appropriate subject matter committee of each house of the State Legislature. Requires a public hearing or informational briefing to be held within one year of receipt of the report, except under certain circumstances. Requires a public hearing or informational briefing to be held within one year of the publication of the performance audit reports. Exempts financial and other regularly occurring audits. Requires state departments and agencies to submit a report to the Legislature containing certain information regarding newly enacted, funded state programs within one year of the date on which the program's enabling Act became law. RELATING TO AGRICULTURE.

Expands the criminal offense of false labeling of Hawaiʻi-grown coffee to include roasted coffee. Imposes a $10,000 fine for each separate offense of false-labeling of Hawaiʻi-grown roasted coffee. Declares that the general fund expenditure ceiling is exceeded. Makes an appropriation for 1.0 FTE enforcement position within the Department of Agriculture. Takes effect 7/1/2040. (SD1)

RELATING TO UNLAWFUL SHIPMENT OF TOBACCO PRODUCTS.

Until 6/30/2025, exempts from the offense of unlawful shipment of tobacco products the shipments of large cigars and pipe tobacco sold to a consumer in the State through the Internet under certain circumstances. Defines "pipe tobacco". Takes effect 7/1/2040. (SD1)
