RELATING TO UNDERGROUND STORAGE TANKS.

Requires, on or before 9/1/2018, that the department of health adopt rules for underground storage tanks and tank systems to conform with certain federal regulations and that include additional requirements for field-constructed underground storage tanks and tank systems. (SD1)

RELATING TO HOMELESSNESS.

Defines emergency shelter to mean a homeless facility designed to provide temporary shelter and services to homeless families or individuals. Allows homeless shelter stipends to be adjusted at the end of each year based upon achievement of performance measures. Requires homeless shelters to have no fewer than one shower, one sink, and one toilet per twenty-five residents and the minimum area of each partitioned space to be determined by the number of residents and capacity of the shelter. Authorizes, rather than mandates, that emergency shelters have partitioned space for each homeless family or individual that provides separation from other homeless families or individuals in the shelter. Establishes that the storage space at a homeless shelter shall be determined by each shelter's space availability. Removes DHS's authority to require shelters to comply with additional requirements. RELATING TO DOMESTIC VIOLENCE.

Requires any state or county agency to provide domestic abuse intervention training to their personnel whose job duties require or may require intervention in a domestic abuse situation. (SD1)

RELATING TO OFFENSES AGAINST PROPERTY RIGHTS.

Creates the offense of criminal property damage to a public restroom if a person intentionally or knowingly damages a toilet, urinal, bathroom stall, mirror, or sink so as to render it unusable. Defines public restroom. Establishes penalties. Takes effect on 1/7/2059. (SD1)

RELATING TO CHILD CARE PROVIDERS.

Requires all child care providers subject to regulation by the Department of Human Services to obtain and maintain liability insurance as a condition of licensure, temporary permission, or registration. Takes effect 1/1/2050. (SD1)

RELATING TO SEXUAL ASSAULT.

Requires annual reporting to the legislature by the AG of statistical data pertaining to the testing of sexual assault evidence collection kits. Provides certain rights to sexual assault survivors. Institutes mandatory testing requirements in accordance with AG guidelines. Requires AG to report to the legislature on the progress of implementing AG guidelines. (SD1)

RELATING TO TAXATION.

Allows transient accommodations brokers to register as a tax collection agent on behalf of all of its operators and plan managers. Requires registered transient accommodations broker tax collection agent's operators and plan managers to obtain licensure. Requires all registered transient accommodations broker tax collection agents to inquire and ensure that the transient accommodation is in compliance with all pertinent state and county land use laws. Requires the operator or plan manager to provide verification of compliance with county land use laws in the form of a written certification, verification, or permit issued by the appropriate county agency.
