RELATING TO BOARDS AND COMMISSIONS.

Requires department heads to inform the governor of any vacancy in any board or commission. Requires the governor to maintain a listing of all boards and commissions including specified information. Appropriates funds for 1.0 FTE position to manage listing information for boards and commissions. Effective 7/1/2050. (SD2)

RELATING TO VIDEOCONFERENCING.

Requires LRB to conduct a feasibility study that includes the costs associated with the implementation of audiovisual technology in both chambers of the legislature. Makes an appropriation. Effective 7/1/2050. (SD2)

RELATING TO ELECTIONS.

Enacts voting by mail uniformly across all counties for all elections commencing in 2020. Establishes a limited number of voter service centers that would remain open from the tenth business day preceding an election through the day of the election to receive personal delivery of mail-in ballots, accommodate voters with special needs, offer same day registration and voting, and provide other election services. Allows for additional places of deposit for personal delivery of mail-in ballots. Appropriates funds for the implementation and administration of the election by mail program. Takes effect on 1/7/2059. (SD2)

RELATING TO ELECTIONS.

Excludes from the definitions of "advertisement" and "electioneering communication" the communications of a candidate's name on clothing or other attire not directly associated with that candidate's campaign committee. Takes effect on 1/7/2059. (SD1)

RELATING TO GOVERNMENT ACCOUNTABILITY.

Requires any report of a study or an audit enacted with a legislative appropriation and conducted by an executive department or agency, including the Hawaii health systems corporation, and by the legislative reference bureau, auditor, judiciary, or Office of Hawaiian Affairs, to be submitted to the senate president, speaker of the house, chairs of the appropriate subject matter committee of each house, and the legislative reference bureau library. Requires a public hearing or informational briefing within one year of receipt of report, except if extension granted to the hearing or briefing requirement by the senate president or speaker of the house of representatives or if the requirement is waived by the senate president or speaker of the house of representative. RELATING TO LAW ENFORCEMENT CAMERAS.

Establishes requirements for body-worn cameras for law enforcement officers. Establishes policy guidelines for the use and discontinuance of use of body-worn cameras by law enforcement officers. Establishes certain restrictions on the use of body-worn cameras by on-duty law enforcement officers. Adds retention and deletion requirements for body-worn camera footage. Prohibits certain uses of body-worn camera video footage. Establishes violations of recording and retention requirements. Appropriates funds as a grant-in-aid to each county for the purchase of body-worn video cameras; provided that no funds appropriated to a county shall be expended unless matched dollar-for-dollar by the county. Requires the county police departments to report costs of implementing and maintaining the body-worn camera program to the legislature. Takes effect on 1/7/2059. (SD2)

RELATING TO ATHLETE AGENTS.

Adopts the Revised Uniform Athlete Agents Act (2015), which: expands the definition of "athlete agent", who shall register with the director of commerce and consumer affairs, to include individuals who, for compensation or the anticipation of compensation, serve a student athlete as a financial advisor or business manager; requires reciprocity for athlete agents who are registered in more than one state; strengthens requirements for athlete agent contracts; and strengthens requirements under which athlete agents shall notify the educational institution at which a student athlete is enrolled. Effective 07/01/2018. (SD2)
