RELATING TO KUPUNA CARE.

Requires the executive office on aging to establish the kupuna caregivers program, subject to available funds, to assist community members in obtaining care for elders while remaining in the workforce. Makes establishment of the kupuna care program mandatory, subject to available funds. Clarifies the kupuna service and support options provided by area agencies on aging within the kupuna care program. Appropriates funds for establishing and implementing the kupuna caregivers program. RELATING TO CAMPAIGN FINANCE.

Establishes an exemption from the prohibition against using election campaign funds to make charitable donations or to award scholarships during the period from the filing of nomination papers to the date of the general election, for candidates who are already declared elected to office after running unopposed in an election or who would be unopposed in the general election. Takes effect on 1/7/2059. (SD1)

RELATING TO THE UNIVERSITY OF HAWAII PROMISE PROGRAM.

Establishes the University of Hawaii Promise Program to provide scholarships for the unmet direct cost needs of qualified students enrolled at any campus of the University of Hawaii system or any community college campus. Appropriates funds to establish and implement the program. (SB1162 HD1)

RELATING TO PROCUREMENT.

Provides a bidder of a public works construction project with two hours after the closing of bids to clarify and correct certain information regarding subcontractors. Prohibits bid shopping and bid peddling for the competitive sealed bidding process. (SB1070 HD1)

RELATING TO AGRICULTURAL LANDS.

Requires an owner or occupier of agricultural land to notify the Land Use Commission of the agricultural uses for which land was subdivided. Grants the Commission enforcement authority over conditions, restrictions, uses, and subdivision of agricultural lands, including the right to enter and inspect lands, issue orders, and impose fines or liens for violations. RELATING TO EDUCATION.

RELATING TO HAWAII PESTICIDES LAW.

Requires disclosure of commercial agriculture pesticide use under specified conditions. Revises the ceiling and use of the Pesticide Use Revolving Fund. Appropriates funds for the John A. Burns School of Medicine to study the exposure of Chlorpyrifos on pregnant mothers. (SB804 HD1)

RELATING TO DOMESTIC VIOLENCE.

Specifies that citizen complaints against a police officer that involve allegations of domestic violence against a family or household member on the part of the police officer shall not be required to be in writing or sworn to by the complainant. (SB519 HD1)

RELATING TO THE MOTION PICTURE, DIGITAL MEDIA, AND FILM PRODUCTION INCOME TAX CREDIT.

Amends the Motion Picture, Digital Media, and Film Production Income Tax Credit by providing additional tax credit options for payroll costs and 35 percent of qualified production costs for qualified productions employing local workers in a county with a population of 700,000 or less; permitting the option of offering the State an alternative marketing opportunity; adding new verification and reporting requirements; and extending the repeal of the tax credit until January 1, 2024.
