Requires the Hawaii Health Authority (HHA) to submit an updated comprehensive health plan to the Legislature. Appropriates funds for the hiring of an executive director and other staff and other expenses necessary for HHA to carry out its duties and responsibilities.

Requires department heads to inform the governor of any vacancy in any board or commission. Requires the governor to maintain a listing of all boards and commissions including specified information. Creates the offense of criminal property damage to a public restroom if a person intentionally or knowingly damages a toilet, urinal, bathroom stall, mirror, or sink so as to render it unusable. Defines public restroom. Establishes penalties. Takes effect on 1/7/2059. (SD1)
Appropriates funds for certification of a reforestation carbon project at Haleakala, Maui, operated by DLNR, under an established forest carbon standard certification system. Requires DLNR to submit an annual report on the project certification to the governor and legislature. Effective 7/1/2050. (SB1088 HD1)
Authorizes a county with a population greater than 500,000 to extend the county surcharge on state tax beyond December 31, 2027. After full completion of the mass transit project, permits counties to use the surcharge on state tax for operation and maintenance of the mass transit project, existing public transportation, or public road and highway repairs. Deducts one-third of the amount from the gross proceeds of a county's surcharge on state tax to reimburse the State for costs associated with handling the assessment, collection, and disposition of the county surcharge on state tax and fund various State transportation projects. Repeals the sunset date of the county surcharge on state tax levied by the city and county of Honolulu. Takes effect January 1, 2018.
