Requires the chief election officer, with the assistance from the county clerks for elections involving county offices and countywide ballot issues, to publish and disseminate a voters' pamphlet. Appropriates moneys to allow the chief election officer to produce and distribute a voters' pamphlet for each election.

Expands the definition of "administrative action" in lobbyist law to include granting or denying applications for business or development-related permits, licenses, or approvals and procurement of goods and services under Hawaii public procurement code. Clarifies that lobbying laws apply to lobbying by the executive branch.
Amends the listing of felony offenses for which criminal charges may be instituted by written information.
Specifies that citizen complaints against a police officer that involve allegations of domestic violence against a family or household member on the part of the police officer shall not be required to be in writing or sworn to by the complainant. (SB519 HD1)

Provides ranked choice method of voting for all partisan primary elections, special elections, and nonpartisan general elections held in this State on or after 1/1/2018.
Part II: Allows an individual who is seventeen years of age but will be eighteen years of age on or before the next state or local general election to register and vote at the state or local primary election immediately preceding that state or local general election. Takes effect upon ratification of an appropriate constitutional amendment. Part III: Provides that in the case of an unopposed candidate in any state or local election, the candidate's name shall appear on the general election ballot.
Allows a defendant convicted of certain prostitution offenses to file a motion to vacate the conviction if the defendant is not subsequently convicted of any offense under the penal code within three years after the date of the original conviction. Repeals certain requirements pertaining to filing a motion to vacate, including the burden of proof, and exclusions of certain convictions of certain prostitution offenses.
Appropriates funds to the department of labor and industrial relations for the K-12 agriculture workforce development pipeline initiative.
Establishes a presumption of possession for purposes of enforcing the prohibition on fireworks without a valid permit or license.
