Authorizes the public benefits fee to be used to install and upgrade electric power infrastructure to facilitate the use of electric vehicles. Authorizes the public benefits fee administrator to establish procedures for the administration of public benefits fee programs that install or upgrade electric power infrastructure to facilitate the use of electric vehicles. Deletes the requirements that a liquor commission employee notify the commission of intent to support, advocate, or aid in the election or defeat of any candidate for public office and take a leave of absence if the employee is a candidate for public office. Raises the monetary fine for manufacturing or selling liquor without a license.
Requires persons convicted of animal cruelty to register with the attorney general. Requires animal shelters, animal breeders, and pet stores to check whether an individual has been convicted of animal abuse when the individual applies to work or volunteer, or purchases or adopts an animal. Establishes penalties. Prevents persons convicted of animal cruelty from possessing, owning, or working in close proximity to animals. Requires police officers to be trained in identifying and investigating animal abuse.
Creates a $50,000,000 revolving line of credit sub-fund under the umbrella of the green energy market securitization loan fund for any state agency or department to finance energy efficiency measures.
Requires the executive officer and chief counsel of the public utilities commission to annually file a disclosure of financial interests with the state ethics commission and requires these disclosures to be public.
Requires any person consuming alcohol to confirm age by carrying personal identification on any licensed premises or on property under the control of or operated in conjunction with the licensed premises. Requires liquor license to be conspicuously posted in certain parking lots in addition to on licensed premises. Prohibits consumption of any liquor while on or remaining in the posted premises of any licensee after the hours of operation of the licensed premises without written permission of the licensee and provides penalties. Defines posted premises.
Specifies that the director of public safety shall appoint two, rather than three, deputy directors. Establishes that the position of deputy director of law enforcement for the department of public safety shall be appointed in the manner specified in section 6, article V, of the State Constitution.
Amends the composition of the county police commissions to require that three commissioners on each police commission have backgrounds, including equality for women, civil rights, and law enforcement, for the benefit of the public.
Amends Article III, section 14, of the Hawaii Constitution, to ensure that no bill becomes law if the legislature has so altered or amended the bill during its passage through either house that it no longer reflects its original purpose, unless the bill is approved by a two-thirds vote in both the house and senate.
Clarifies that the offense of indecent exposure includes the activity of nude sunbathing.
