RELATING TO MEDICAL MARIJUANA.

Amends Hawaii Revised Statutes and Hawaii Administrative Rules to substitute references to "medical marijuana" and like terms with "medical cannabis" and like terms. Requires the Department of Health to make all conforming revisions to Administrative Rules upon their next amendment and to other documents and items by December 31, 2019. (CD1)

RELATING TO HEALTH.

Requires all limited service pregnancy centers to disclose the availability of and enrollment information for reproductive health services. Defines limited service pregnancy center. Establishes privacy and disclosure requirements for individual records and information. Authorizes civil penalties and civil actions for enforcement and remedy. (CD1)

RELATING TO COURT JURISDICTION.

Provides that circuit and family courts shall have concurrent jurisdiction over certain felonies under certain circumstances involving the offense of endangering the welfare of a minor in the first degree, endangering the welfare of a minor in the second degree, or endangering the welfare of an incompetent person. Provides that district and family courts shall have concurrent jurisdiction regarding the offense of endangering the welfare of a minor in the second degree and endangering the welfare of an incompetent person under certain conditions. RELATING TO INFORMATION PRACTICES.

Authorizes the Office of Information Practices to adopt administrative rules regarding protection of state and county agency records subject to disclosure and other rules necessary to administer the Uniform Information Practices Act. (CD1)

RELATING TO HEALTH.

Requires prescribing healthcare providers to adopt and maintain policies for informed consent to opioid therapy in circumstances that carry elevated risk of dependency. Establishes limits for concurrent opioid and benzodiazepine prescriptions. Clarifies Board of Nursing authority to enforce compliance with Uniform Controlled Substances Act. Repeals 6/30/2023. (CD1)

RELATING TO HEALTH.

Authorizes pharmacists to administer the human papillomavirus, Tdap (tetanus, diphtheria, pertussis), meningococcal, or influenza vaccine to persons between eleven and seventeen years of age. Specifies requirements pharmacists must meet prior to administering the human papillomavirus, Tdap (tetanus, diphtheria, pertussis), meningococcal, or influenza vaccine. (CD1)

RELATING TO CONTRACEPTIVE SUPPLIES.

Authorizes pharmacists to prescribe and dispense self-administered hormonal contraceptive supplies to patients regardless of a previous prescription, subject to specified education and procedural requirements. Enables pharmacists to be reimbursed for prescribing and dispensing contraceptive supplies. (CD1)
