RELATING TO SUBSTANCE ABUSE TREATMENT.

Requires the department of health to establish a comprehensive and coordinated continuum of treatment services for substance abuse and co-occurring mental health disorders that includes certain goals and benefits, and submit progress reports to the legislature. Establishes a task force to address health care and payment reform steps through the implementation of an effective addiction treatment system. Appropriate funds for substance abuse and addiction treatment. Sunsets on 6/30/19.

RELATING TO TRANSIT ORIENTED DEVELOPMENT COMMUNITY DEVELOPMENT DISTRICTS.

Establishes transit oriented development community development districts. Authorizes the Hawaii community development authority to plan and develop infrastructure capacity at each of the transit stations established as transit oriented development community districts. Requires the authority to plan and develop infrastructure for state owned land surrounding one of the following rail stations: Aloha stadium, Kalihi, Iwilei, or leeward community college. Allows the authority to enter into public private partnerships.

RELATING TO THE MOTION PICTURE, DIGITAL MEDIA, AND FILM PRODUCTION INCOME TAX CREDIT.

Amends the Motion Picture, Digital Media, and Film Production Income Tax Credit by providing additional tax credit options for payroll costs and 35 percent of qualified production costs for qualified productions employing local workers in a county with a population of 700,000 or less; permitting the option of offering the State an alternative marketing opportunity; adding new verification and reporting requirements; and extending the repeal of the tax credit until January 1, 2024. RELATING TO THE DEPARTMENT OF LABOR AND INDUSTRIAL RELATIONS.

Appropriates funds for two full-time equivalent (2.00 FTE) enforcement specialist IV positions to be primarily responsible for the enforcement of Hawaii’s workers' compensation, temporary disability insurance, and prepaid health care laws.

RELATING TO ELECTIONS.

Provides that a candidate committee shall not be required to file a statement of information for an electioneering communication made by a candidate committee that clearly identifies the communication as being paid for by the candidate committee. Repeals the requirement that a candidate committee file a statement of information of the names and addresses of all persons who contributed to the committee or the organization for the purpose of publishing or broadcasting the electioneering communications. Excludes any advertisement by a candidate or candidate committee from the reporting requirements for electioneering communication, provided that the advertisement is in compliance with the law regarding advertisements. Takes effect on 1/7/2059. (SD1)
