RELATING TO ABUSE OF FAMILY OR HOUSEHOLD MEMBERS.

Makes physical abuse consisting of intentionally or knowingly impeding normal breathing or circulation of blood of a family or household member by any means a class C felony. Takes effect on 01/07/2059. (SD1)

RELATING TO AGRICULTURAL LANDS.

Requires an owner or occupier of agricultural land to notify the Land Use Commission of the agricultural uses for which land was subdivided. Grants the Commission enforcement authority over conditions, restrictions, uses, and subdivision of agricultural lands, including the right to enter and inspect lands, issue orders, and impose fines or liens for violations. RELATING TO HOMELESSNESS.

Defines emergency shelter to mean a homeless facility designed to provide temporary shelter and services to homeless families or individuals. Allows homeless shelter stipends to be adjusted at the end of each year based upon achievement of performance measures. Requires homeless shelters to have no fewer than one shower, one sink, and one toilet per twenty-five residents and the minimum area of each partitioned space to be determined by the number of residents and capacity of the shelter. Authorizes, rather than mandates, that emergency shelters have partitioned space for each homeless family or individual that provides separation from other homeless families or individuals in the shelter. Establishes that the storage space at a homeless shelter shall be determined by each shelter's space availability. Removes DHS's authority to require shelters to comply with additional requirements. RELATING TO THE LAND USE COMMISSION.

Provides the Land Use Commission with the power to amend, revise, or modify a decision and order granting a district boundary amendment, or fine a petitioner, when there has been a finding by the Land Use Commission that a petitioner or its successors or assigns have not adhered to the conditions imposed by the commission, regardless of whether there has been substantial commencement of use of the land. Defines "substantial commencement". Effective March 15, 2094. (SD1)

RELATING TO ATHLETE AGENTS.

Adopts the Revised Uniform Athlete Agents Act (2015), which: expands the definition of "athlete agent", who shall register with the director of commerce and consumer affairs, to include individuals who, for compensation or the anticipation of compensation, serve a student athlete as a financial advisor or business manager; requires reciprocity for athlete agents who are registered in more than one state; strengthens requirements for athlete agent contracts; and strengthens requirements under which athlete agents shall notify the educational institution at which a student athlete is enrolled. Effective 07/01/2018. (SD2)

RELATING TO THE LAND USE COMMISSION.

Appropriates funds for the land use commission to establish one full-time equivalent (1.0 FTE) planner IV position to monitor and ensure compliance of any conditions required by the land use commission regarding land use within the four major land use districts. (SD1)

RELATING TO EDUCATION.

Allows the department of education to offer voluntary training for teachers and educational officers on sex trafficking prevention. Requires the department to provide explanatory information about sex trafficking prevention and response to teachers and educational officers.

RELATING TO SOCIAL AND EMOTIONAL LEARNING.

Requires the department of education to provide training on social and emotional learning to all youth-serving educators, health care professionals and counselors, and agencies and programs, as well as parents of students enrolled in public schools or public charter schools. Appropriates funds to the department of education to conduct training on social and emotional learning.
