Requires boundary amendments reflected in certain county plans to be approved by a county land use decision-making authority, with concurrence but without further action of the Land Use Commission. For all areas of planned growth subject to such boundary amendments, requires agencies responsible for providing public infrastructure to prepare budgets that prioritize funding for public infrastructure in those areas of planned growth.

Brings Hawaii law into compliance with federal law relating to the sale of organic foods by small organic farms and businesses. Applies to taxable years beginning after 12/31/2016. (SD1)
Authorizes the department of the attorney general to transfer up to $50,000 each year out of the criminal forfeiture fund for deposit into the internet crimes against children special fund. Authorizes the deposit of moneys transferred from the criminal forfeiture fund into the internet crimes against children special fund. Takes effect on 1/7/2059. (SD1)
Requires the Hawaii housing finance and development corporation to coordinate with other state agencies to develop lands owned or administered by the State within one mile of transit station sites. Requires that developments on parcels or groups of contiguous parcels of state land with an area of at least ten acres include a certain percentage of affordable housing units reserved for residents or families at specific income levels. Removes the cap on the amount of conveyance taxes that may be paid into the rental housing revolving fund and increases the percentage of conveyance taxes collected that shall be paid into the rental housing revolving fund.
Exempts tangible and nonperishable gifts received by an elected or appointed official on behalf of the State from gift reporting requirements under the ethics code. Requires the gift to be publicly recorded and maintained as property of the State and allows the gift to remain with the official's state agency or be transferred to the state archives or state foundation on culture and the arts at the end of the official's term. Requires resident managers to be licensed by the department of commerce and consumer affairs prior to engaging in community association management for a condominium association. Requires the department to establish the licensure requirements for resident managers.
Specifies that certain provisions of the Internal Revenue Code related to at-risk rules and deductions and to passive activity loss do not apply with respect to claims for the state low-income housing tax credit. Appropriates funds to establish one position in the Hawaii Housing Finance and Development Corporation to oversee the Low-Income Housing Tax Credit Program.
Requires all child care providers subject to regulation by the Department of Human Services to obtain and maintain liability insurance as a condition of licensure, temporary permission, or registration. Takes effect 1/1/2050. (SD1)
Excludes from the definitions of "advertisement" and "electioneering communication" the communications of a candidate's name on clothing or other attire not directly associated with that candidate's campaign committee. Takes effect on 1/7/2059. (SD1)
