Requires franchisees to disclose their non-participation in advertising campaigns of the franchisor in which discounts or promotions are offered. Prohibit franchisors from limiting or restricting the disclosures.

Establishes a verdict of guilty of the offense charged but mentally ill in criminal trials. Changes the defense of not guilty by reason of insanity to require the court to find that at the time of the conduct, the person lacked a particular state of mind that is required to establish an element of the offense charged as a result of physical or mental disease, disorder, or defect. Requires persons who are incarcerated as a result of a verdict of guilty of the offense charged but mentally ill to receive health care or mental health care appropriate to the person's diagnosis during the person's term of imprisonment. Requires the Department of Public Safety to conduct a study on the costs of providing care to incarcerated persons who have been found guilty of the offense charged but mentally ill. Effective July 1, 2020.
Allows public school students in grades K through 12 to decline participation in dissection, vivisection, and other procedures harmful to animals. Requires schools to make alternative educational projects available, and the board of education to develop rules and give notice to all schools.
Requires the court and the prosecution to take appropriate action to ensure a prompt trial in order to minimize the length of time a child victim or witness must endure the stress of the child's involvement in the proceedings. Establishes in the department of the attorney general a child abuse investigation unit. Allows the department of the attorney general to intervene in adjudications in family court.
Codifies the option of the courts to sentence defendants to probation under the H.O.P.E. program. Authorizes current impaired offenders to convert the remainder of their terms to the H.O.P.E. program. Authorizes courts to seal the criminal records of impaired offenders who complete various alternative programs to sentencing. Authorizes impaired offenders who have completed their sentences to have their criminal records sealed in exchange for completing a course of treatment and rehabilitative endeavors. Requires that an impaired offender's sealed criminal record be unsealed upon conviction of a subsequent offense.
