Clarifies the interests that must be represented by members of the Hawaii Community Development Authority representing community development districts. Requires the president of the senate and the speaker of the house of representatives to nominate representatives of the several community development districts to the Hawaii Community Development Authority, and requires those representatives to be nominated only as a resident representative or a small business owner or nonprofit organization representative, but not both. Establishes a timeframe for the decision-making processes of the Public Utilities Commission. Requires the Commission to establish criteria for prioritizing among multiple proceedings. Requires the Commission to submit a report to the Legislature prior to each regular session on all proceedings that were open at any time during the preceding year.
