RELATING TO THE UNIFORM FAMILY LAW ARBITRATION ACT.

Authorizes the use of arbitration to resolve certain family law and child-related disputes. Specifies law and procedures applicable to family law and child-related arbitrations. (SB335 HD1)

RELATING TO CONDOMINIUMS.

Makes violation of a mandatory provision of the State's condominium law by a condominium board of directors or its officers and members a per se violation of the board's fiduciary duty, but provides a safe harbor from liability for a board member who votes against the action that constitutes a violation. Authorizes board to adopt rules for owner participation in deliberations and discussions of the board and requires notification to owners of the rules. Requires the notice for board meetings to include a list of items expected to be on the meeting agenda. Requires unapproved final drafts of the board minutes to be available within fourteen days after the meeting. (SB627 HD1)

RELATING TO SCHOOL IMPACT FEES.

Exempts the following from school impact fee requirements: housing developments reserved for persons or families with incomes up to 80 percent of the area median income located in a county having a population greater than 500,000; state or federal public housing projects; state low-income housing projects; housing projects certified or approved for a general excise tax exemption under section 201H-36, Hawaii Revised Statutes (HRS); and government housing projects and projects processed pursuant to sections 46-15.1 and 201H-38, HRS. RELATING TO AFFORDABLE HOUSING.

Directs the Hawaii Housing Finance and Development Corporation or any appropriate entity of the State to initiate negotiations to keep the units of the Front Street Apartments on the island of Maui affordable or to acquire the Front Street Apartments property. Appropriates funds. (SB1266 HD1)

RELATING TO RETIREMENT.

Reduces the percentage of average final compensation used to calculate the retirement allowance for a member who first earned credited service as a judge after June 30, 2050, to two per cent. (SB249 HD1)

RELATING TO CHILD CARE FACILITIES.

Requires the Department of Human Services (DHS) to post on its website, reports of child care facility inspections beginning with inspections occurring on January 1, 2019, and suspected or actual complaint violations, including DHS's findings and corrective actions. Appropriates funds to implement and comply with the reporting requirements for child care facilities. (SB511 HD1)

RELATING TO EMERGENCY MANAGEMENT.

Clarifies that certain types of remuneration received by an owner of private property who in good faith provides emergency access to land, shelter, or subsistence during a disaster shall not disqualify the owner from receiving the exemption provided under section 663-10.7, HRS, from civil liability for any resulting injury or damage. Requires the owners of buildings open to the public to provide shelter to visiting members of the public in cases of emergency or disaster. Requires the owners of buildings open to the public to inform the appropriate county emergency management agency of the designated shelter area. Provides immunity from civil liability for owners of buildings open to the public who provide shelter to visiting members of the public in cases of emergency or disaster. Effective 7/1/2050. (SD1)
