RELATING TO SAFE AND EFFECTIVE DISCIPLINE.

Repeals the justification of use of force by parents, guardians, teachers, and persons otherwise entrusted with the care or supervision of a minor on 1/1/2023. Appropriates funds for the department of health, in collaboration with the department of human services and department of education, to develop and implement an educational program to inform parents on safe and effective discipline methods as alternatives to corporal punishment.

RELATING TO APPELLATE JURISDICTION.

Amends appellate jurisdiction of the supreme court and the intermediate appellate court to conditions as they existed prior to July 1, 2006. Reestablishes criteria for assigning appeals. Reestablishes requirement that most appeals be filed with the supreme court instead of the intermediate appellate court. Takes effect on 7/1/2020.

RELATING TO FIREARMS.

Authorizes the department of the attorney general to develop and implement a state program to allow active and retired law enforcement officers to carry a concealed firearm in Hawaii pursuant to the federal Law Enforcement Officers Safety Act of 2004. Makes a conforming amendment to state firearm laws.

RELATING TO THE DISPOSITION OF PUBLIC LANDS.

Requires that the board of land and natural resources make certain determinations before approving public land dispositions. Restricts the board of land and natural resources from approving the disposition of public lands under certain circumstances.

RELATING TO ELECTIONS.

Requires a manual recount of election votes when the margin of victory is equal to or less than one hundred votes cast or equal to or less than one-half of one per cent of the votes cast, whichever is less.

RELATING TO FLUORIDATION.

Requires suppliers of public water with one thousand or more service connections to fluoridate public water systems. Requires the department of health to reimburse suppliers of public water for initial capital expenses incurred for fluoridating public water systems, provide suppliers of public water with technical assistance and training, and, with the cooperation of the suppliers of public water, submit a report to the legislature regarding the implementation of fluoridating the public water systems.

RELATING TO THE EMPLOYEES' RETIREMENT SYSTEM.

Authorizes a court to order the forfeiture of Employees' Retirement System benefits of an ERS member, former member, or retirant upon conviction of the individual for a felony related to the State or county employment of the individual. Authorizes designated beneficiaries to receive ERS benefits upon the death of the ERS member, former member, or retirant convicted of the felony.
