Authorizes conscientious beliefs as a basis for exemption from vaccination requirements. Requires that the first option for quarantine of an individual be quarantined inside that individual's residence.
Prohibits restaurants and hotels from applying service charges for the sale of food or beverage services unless they are distributed as tip income directly to their employees.
Requires all private helicopter operators to provide certain information to the department of transportation on a public website, prior to the operation of any private helicopter.
Requires that advertisements for rates for transient accommodations include all mandatory fees, except for taxes imposed by the State or county.
Requires the Department of Education, in collaboration with the Department of Business, Economic Development, and Tourism, the Department of Labor and Industrial Relations, and the University of Hawaii, to develop and implement a K-12 curriculum-to-career-pipeline initiative to ensure that the State's public school students are adequately trained and prepared to enter the State's workforce upon graduation from high school. Appropriates funds for the development and implementation of the program, including for (1.0) FTE Educational Specialist II staff position.
Requires that any person who is eligible to vote but is not already registered to vote and applies for a new or renewed motor vehicle driver's license, provisional license, or instruction permit, or a new, renewed, or duplicate civil identification card be automatically registered to vote unless the applicant affirmatively declines to be registered to vote. Authorizes access to and electronic transmission of databases maintained or operated by the counties or the department of transportation containing driver's license or civil identification card information to election officials and the statewide voter registration system. Takes effect 1/1/2021.
Allows for and appropriates funds for the state department of defense Hawaii emergency management agency to assemble twenty-five civilian community teams to assist communities during emergencies and disasters and to hire a coordinator to help establish, train, and assist the teams.
Appropriates funds for capital improvement projects in the fourteenth senatorial district.
Requires the legislative reference bureau to conduct a feasibility study to determine the feasibility of establishing a Hawaii retirement savings program. Subject to a positive finding in the feasibility study, establishes the Hawaii retirement savings board to establish, implement, and maintain the Hawaii retirement savings program to cover private sector employees who are not provided a retirement savings plan by their employers. Appropriates funds to the legislative reference bureau to conduct a market analysis. Prohibits employers that offer retirement savings plans or programs to employees from canceling these plans or programs for an unspecified number of years after July 1, 2019.
