Allows any number of members of a board to attend an informational meeting or presentation on matters relating to official board business and conduct private meetings with legislators without meeting public meeting requirements.
Increases the minimum wage in the State to fifteen dollars per hour utilizing an annual increase over a period of four years.
Prohibits the use of firearms other than single shot long guns and rifles for the hunting of game birds in the Mauna Kea watershed and nearby hunting area.
Requires any report of a study or an audit enacted with a legislative appropriation or adopted by concurrent resolution and conducted by an executive department or agency, including the Hawaii health systems corporation, and by the legislative reference bureau, auditor, judiciary, or office of Hawaiian affairs, to be submitted to the senate president, speaker of the house, chairs of the appropriate subject matter committee of each house, and the legislative reference bureau library. Requires a public hearing or informational briefing within one year of receipt of report, except if extension granted to the hearing or briefing requirement by the senate president or speaker of the house of representatives or if the requirement is waived by the senate president or speaker of the house of representative. Exempts financial and other regularly occurring audits.
Requires the committee on weights to submit a report to the legislature detailing any changes to the funding formula within thirty days of the change.
Provides that campaign funds may be used to provide childcare for a minor child of a candidate; provided that the childcare expenditure is incurred as a direct result of the candidate's campaign activity and would not exist in the absence of that campaign activity.
Establishes a state highway patrol within the Sheriff Division of the Department of Public Safety. Appropriates moneys.
Requires the fuel tank advisory committee to meet at least twice a year.
Requires each public or private school to have staff trained in the administration of epinephrine. Requires signs at schools stating the symptoms of anaphylaxis and the proper method for administering epinephrine. Appropriates funds.
