Regulates cannabidiol under the department of health to be consistent with the Hawaii Food, Drug, and Cosmetic Act. Allows licensees under the industrial hemp pilot program to market their products to the consumer market in a manner that is regulated and tested for safety, purity, and potency.

Directs the department of transportation to address transportation infrastructure already impacted by sea level rise, identify other vulnerable associated public infrastructure, create a plan for mitigating and adapting to sea level rise, and provide policy direction to the legislation on funding and strategies to address the impact of climate change on the State. Appropriates funds to the department of transportation to assess potential highway realignments caused by sea level rise, determine liability costs, and prepare a comprehensive management plan.
Appropriates moneys to DOA for the pesticide subsidy program.
Establishes a motor vehicle redemption program for used motor vehicles to be redeemed in exchange for a refund. Imposes a motor vehicle redemption fee on all motor vehicles sold on or after 7/1/2020. Establishes a motor vehicle redemption special fund. Appropriates funds.
Amends the definitions of "certificate of disability" and "person with a disability" to allow a person with a disability that does not limit or impair the ability to walk and needs special accommodations to enter and exit their vehicle to be issued a disability parking permit.
Establishes business practice and transparency reporting requirements for pharmacy benefit managers. Replaces the registration requirement for pharmacy benefit managers with a licensing requirement. Increases penalties for violations of the pharmacy benefit managers law. Effective 1/1/2021.
Appropriates funding for the implementation and development of the Hawaii coordinated access recovery entry system to increase access to treatment for all individuals who suffer any form of substance abuse and mental illness. Requires the DOH to pursue all known funding sources for drug treatment programs prior to expending general revenue funds appropriated. Requires DOH to exhaust all public and private insurance options for reimbursement for individual treatment provided before expending appropriated funds.
Requires, by September 1, 2020, that the department of health request the Drug Enforcement Administration to grant a federal schedule I exemption for the medical use of cannabis in Hawaii.
Requires transient accommodations operators to provide training, signage, and reporting policies to employees regarding human trafficking awareness.
Establishes a pilot diaper benefit program for parents who participate in the first to work program administered by the department of human services.
