RELATING TO CEMETERIES.

Allows any cemetery authority to be exempted from licensing, bonding, and fee requirements when selling or offering use of its property or portion thereof for the inurnment of cremated remains of its members, adherents, and their families.

RELATING TO ECONOMIC IMPACT STATEMENTS.

Requires the office of the legislative analyst to create economic impact statements for bills. Makes an appropriation to the office of the legislative analyst. (SD1)

RELATING TO HOMELESSNESS.

Establishes the kauhale pilot program to provide shelter and certain services to homeless individuals. Appropriates funds for the kauhale pilot program. Appropriates funds for two FTE employees for the Hawaii Housing Finance and Development Corporation. (SD1)

RELATING TO STATE CAPITOL TOURS.

Requires the governor to implement a state capitol tour program for volunteer docents to conduct tours of the capitol building and grounds. Appropriates funds. Effective 7/1/51. (SD1)

RELATING TO SEX TRAFFICKING.

Authorizes DHS to establish, or contract with a victim service provider to operate or manage, an emergency shelter for victims of sex trafficking, subject to available funding. Exempts compensation received by a victim service provider for operating a sex trafficking emergency shelter from the general excise tax. (SD1)

RELATING TO CIVIL RIGHTS.

Prohibits discrimination against any individual in selection, termination, terms or conditions of an internship or job training program because of the individual's race, sex including gender identity or expression, sexual orientation, age, religion, color, ancestry, disability, marital status, arrest and court record, or reproductive health decision. RELATING TO EDUCATION.

Beginning with the 2020-2021 fiscal year, reduces from 6.5% to 5.0% the portion of the total Department of Education operating budget that may be expended for the department's administrative expenditures. Increases the percentage of appropriations for the total budget of the department that principals may expend, from 70% to 75%. Effective 7/1/2050. (SD1)
