RELATING TO FIREWORKS

Increases the fireworks display permit fee from $110 to $150 and the fine for certain fireworks violations from $2,000 per violation to $5,000 per violation. Clarifies that each aerial device, display firework, or article pyrotechnic having a total weight of 25 pounds or less that is illegally imported, transferred, or sold constitutes a separate violation. Increases the penalty for removing or extracting the pyrotechnic contents.

RELATING TO CONDOMINIUMS.

Requires the managing agent, resident manager, or board to keep an accurate and current list of each member of the association, and any vendee under an agreement of sale, including electronic mail addresses. Requires that a copy of the member list, including electronic mail addresses, shall be available, at cost, to any unit owner or owner's authorized agent, under certain circumstances.

RELATING TO COMMERCIAL DRIVER'S LICENSES.

Aligns the commercial driver's license qualification standards with federal regulations by repealing language related to medical waivers due to diabetes. Makes conforming amendments to Code of Federal Regulations citations. Effective 9/1/2020. (HD2)

RELATING TO A SCHOOL FACILITIES AGENCY.

Establishes the school facilities agency to be responsible for all public school development, planning, and construction, related to capital improvement projects assigned by the legislature, governor, or board of education. Places management of school impact fees with the agency. (HD2)

RELATING TO MOTOR VEHICLES.

Prohibits intentionally or knowingly manufacturing, importing, installing, reinstalling, distributing, selling, or offering for sale any counterfeit supplemental restraint system component, nonfunctional air bag, or air bag that does not meet federal safety requirements, with the intent that such device replace an air bag in any air-bag-required motor vehicle. Prohibits intentionally or knowingly selling, offering for sale, installing, or reinstalling in an air-bag-required motor vehicle any device that causes the air-bag-required motor vehicle's diagnostic systems to fail to warn that an air bag is not installed or the air-bag-required motor vehicle is equipped with a counterfeit supplemental restraint system component or nonfunctional air bag, as applicable. RELATING TO HOMELESSNESS.

Extends the emergency department homelessness assessment pilot program and medical respite pilot program to 06/30/2021. Clarifies the lapse date for encumbered resources for the pilot programs that were previously appropriated pursuant to Act 209, SLH 2018. Effective retroactively to 06/29/2019. (HD2)

RELATING TO CONSUMER PROTECTION.

Requires retailers of household appliances to conspicuously display on certain household appliances that appear in the retailer's showroom floor available energy efficiency rebates funded by the public benefits fee and Hawaii-specific energy operation costs based on a statewide average residential electricity cost for the prior calendar year. Requires the public benefits fee administrator to provide a template for the signage or text containing the information to retailers no later than 7/1/2021 and to update the signage or text at least once every five years. Effective 10/1/2020. (HD1)
