RELATING TO THE FREEDOM TO READ.

Requires the Department of Education to select materials for inclusion, circulation, and exclusion in school library collections according to certain criteria. Requires the Department of Education to uphold the freedom to read. Prohibits the Department of Education from excluding books based on certain criteria. RELATING TO REGULATORY SUNSET REVIEW IN HAWAII.

Establishes a regulatory review program overseen by the Department of the Attorney General to evaluate all Hawaii Administrative Rules adopted by state agencies and identify any rules that should be retained, modified or repealed. Requires each state agency to review 20 per cent of their rules every year and submit a report to the Department of the Attorney General. Requires the Department of the Attorney General to notify the Governor and Legislature of any noncompliance by a state agency, adopt rules, and submit annual reports to the Legislature and Governor. Appropriates funds. Effective 1/1/2525. (SD1)

RELATING TO AN INCOME TAX CREDIT.

Establishes a nonrefundable individual income tax credit for expenses paid to retrofit a residence with wind resistive devices. Requires the Department of Taxation to prepare forms. Requires the Department of Commerce and Consumer Affairs to pre-certify claims. Appropriates funds. Applies to taxable years beginning after 12/31/2025. Sunsets 1/1/2028. Effective 7/1/2050. (SD1)

RELATING TO HEALTH.

Establishes the Health Infrastructure Grant Program within the Department of Health, to be administered by the State Health Planning and Development Agency, to support health information technology infrastructure and the implementation of interoperable health information technologies in federally qualified health centers, rural health clinics, Ryan White HIV/AIDs program centers, and Native Hawaiian health centers. Appropriates funds for the grant program.

RELATING TO DEPOSIT BEVERAGE CONTAINER REDEMPTION.

Repeals the exemptions for certain dealers of deposit beverage containers and related provisions. Requires all dealers of deposit beverage containers to operate as redemption centers. Effective 7/1/2026.

RELATING TO ACCESSIBILITY.

Establishes that it is an unlawful discriminatory practice for public accommodations to deny a person with a disability full and equal enjoyment of information related to their services, facilities, privileges, advantages, or accommodations using information and communication technology intended for use by the general public as applicants, participants, customers, clients, or visitors.

RELATING TO SERVICE ANIMALS.

Requires sellers or providers of emotional support animals or of certificates, identifications, tags, vests, leashes, and harnesses that identify an animal as an emotional support animal to provide certain disclaimers to the buyer or recipient. Establishes penalties.
