Requires government entities in the State that issue building permits to implement SolarAPP+ or a functionally equivalent online automated permitting platform that verifies code compliance and issues permits to licensed contractors for solar distributed energy resource systems in real-time by 1/1/2026. Requires government entities in the State that issue building permits in areas served by an investor-owned electric utility to adopt a self-certification process for solar distributed energy resource systems that are not SolarAPP+ compatible.

Imposes a cap on charges for searching for, reviewing, and segregating government records under the Uniform Information Practices Act. Provides for a waiver of fees in certain circumstances when the public interest is served by a government record's disclosure.
Requires the Department of Agriculture to use consistent units of measurement in its summary to the public on the amounts of restricted use pesticides applied. Makes it an unfair or deceptive act or practice for businesses to: offer, display, or advertise the price of live-ticket events or short-term lodging without clearly and conspicuously disclosing the total price; and misrepresent any fees or charges in any offer, display, or advertisement for the sale of live-event tickets or short-term lodging. Establishes that if a state legislative vacancy occurs due to the death or permanent incapacitation of the prior incumbent before a primary election, but after the close of filing for that election, and the prior incumbent was the only person whose name appeared on any ballot for that seat for that election, the Governor's appointment of a replacement shall be valid for both the unexpired term and the next succeeding term. Effective 1/1/2525. (SD1)
Authorizes a tenant to change the date on which the tenant's rent is due by making a one-time payment to cover the period between the original due date and the newly established due date. Clarifies that a landlord may only assess a late fee on any unpaid rent and not the entire monthly rent. Reduces the maximum amount of a late charge for unpaid rent from 8% of the unpaid amount to 5% of the unpaid amount. Specifies that if rent is increased, the landlord may also proportionately increase the amount due as a security deposit; provided that a continuing or renewing tenant shall have at least 30 days to pay the additional amount due. Makes conforming amendments.
Requires the Department of Human Services to automatically enroll, or authorize the Social Security Administration to automatically enroll, in the State's Medicaid program any individual in the State who receives federal Supplemental Security Income benefits. Requires reports to the Legislature.
