RELATING TO EMPLOYEES.

Authorizes the expenditure of general funds for a one-time lump sum cash bonus severance benefit to affected Maui region hospital employees. Repeals chapter 89E, HRS, and Act 1, Second Special Session, Session Laws of Hawaii 2016, retroactively to 7/20/2016. (CD1)

RELATING TO COMMUNITY DEVELOPMENT.

Requires the Hawaii Community Development Authority to develop a transit-oriented development (TOD) zone improvement program to foster community development by strategically investing in public facilities. Appropriates funds to HCDA for staff necessary to develop and manage the TOD zone improvement project. (CD1)

RELATING TO PRESERVING CORAL REEFS.

RELATING TO SCHOOL IMPACT FEES.

Exempts the following from school impact fee requirements: housing developments reserved for persons or families with incomes up to 80 percent of the area median income located in a county having a population greater than 500,000; state or federal public housing projects; state low-income housing projects; housing projects certified or approved for a general excise tax exemption under section 201H-36, Hawaii Revised Statutes (HRS); and government housing projects and projects processed pursuant to sections 46-15.1 and 201H-38, HRS. RELATING TO HIGHWAY SAFETY.

Establishes the Photo Red Light Imaging Detector Systems Program (Program). Authorizes counties to administer the Program. Requires proceeds of fines to be expended in the county from which they were collected for operation of the Program. Makes an appropriation. Establishes a Red Light Running Committee. (SB221 HD1)

RELATING TO CHILD CARE FACILITIES.

Requires the Department of Human Services (DHS) to post on its website, reports of child care facility inspections beginning with inspections occurring on January 1, 2019, and suspected or actual complaint violations, including DHS's findings and corrective actions. Appropriates funds to implement and comply with the reporting requirements for child care facilities. (SB511 HD1)
