RELATING TO THE ENVIRONMENTAL COURTS.

Provides that the environmental courts shall not have exclusive jurisdiction over any proceedings relating to parking violations under certain administrative rules and laws. (SB1229 HD1)

RELATING TO THE LAND USE COMMISSION.

Appropriates funds for the land use commission to establish one full-time equivalent (1.0 FTE) planner IV position to monitor and ensure compliance of any conditions required by the land use commission regarding land use within the four major land use districts. (SD1)

RELATING TO ENERGY STORAGE.

Establishes an income tax credit for taxpayers who purchase and install eligible energy storage systems. The amount of credit depends on type of system installed, filing status, and federal AGI of taxpayer. Excess credit may carry-over to subsequent tax years or is refundable under certain conditions. Applies to taxable years after 12/31/2017. Sunsets tax credit 12/31/2035. Requires the Department of Business, Economic Development, and Tourism to conduct a study and submit a report to the Legislature regarding the usage of energy storage systems. Amends reusable energy technologies tax credit to harmonize definitions. (SD1)

RELATING TO THE OFFENSE OF ABUSE OF FAMILY OR HOUSEHOLD MEMBERS.

Establishes that for a second offense that occurs within five years, rather than one year, of the first conviction of the offense of abuse of a family or household member is a misdemeanor and the person shall be termed a "repeat offender". Establishes that a third or subsequent offense that occurs within five, rather than two, years of a second or subsequent conviction of the offense is a class C felony and allows the prosecution to use prior convictions of the offense of abuse of a family or household member as evidence in the instant offense committed by a repeat offender. Requires the court to immediately order the defendant incarcerated to serve the mandatory sentence imposed for failure to complete the domestic violence intervention program or violation of any other condition of a sentence imposed pursuant to a deferred acceptance of guilty plea or nolo contendere plea. Requires the judiciary, in cooperation with the prosecutor of each county and police department of each county, to annually compile and report on statistics regarding arrests, charges, convictions, and other dispositions based on the offense of abuse of a family or household member. Repeals and reenacts the offense of abuse of a family or household member on 6/30/2020. Takes effect on 1/7/2059. (SD1)

RELATING TO EDUCATIONAL BENEFITS.

Requires the University of Hawaii at Manoa to provide its nonsupervisory blue collar employees in collective bargaining unit (1) and supervisory blue collar employees in collective bargaining unit (2), or one of their family members, with tuition waivers comparable to the tuition waivers provided to faculty and their family members. Effective 5/12/2059. (SD1)

RELATING TO SOCIAL AND EMOTIONAL LEARNING.

Requires the department of education to provide training on social and emotional learning to all youth-serving educators, health care professionals and counselors, and agencies and programs, as well as parents of students enrolled in public schools or public charter schools. Appropriates funds to the department of education to conduct training on social and emotional learning.

RELATING TO PHARMACISTS.

Authorizes pharmacists to practice clinical pharmacy, including providing patient care services. Defines "clinical pharmacy agreement", "patient care services", and "practice of clinical pharmacy". Requires all insurers in the State, including health benefit plans under chapter 87A, Hawaii Revised Statutes, and medicaid managed care programs, to reimburse pharmacists who provide patient care services.
