Requires each executive branch department to: identify existing and planned facilities that are vulnerable to sea level rise, flooding impacts, and natural hazards; assess options for mitigation impacts of sea level rise to existing and planned facilities; establish staff level points of contact to improve interagency coordination for sea level rise adaptation, flooding, and resilience; and submit annual reports to the governor, legislature, and Hawaii climate change mitigation and adaptation commission.

Permits qualifying patients to be reimbursed by health insurers, mutual benefit societies, and health maintenance organizations for amounts spent on medical cannabis and manufactured cannabis products. Limits the monthly amount of reimbursement. Requires the auditor to conduct impact assessment reports.
Establishes renewable energy portfolio standards for gas utility companies. Provides means for gas utility companies to recover costs incurred to achieve renewable energy portfolio standards. Requires the public utilities commission to conduct a study of the renewable portfolio standards.
Prohibits the harvesting of aquatic life for commercial aquarium purposes, regardless of the method of collection.
Requires the liquor commission to record all complaints against any licensee, regardless of whether the complaint is filed during or after the occurrence of the violation. Requires the liquor commission to review the history of complaints against any applicant at the time of application for a new license or renewal of an existing license.
Requires employers to provide employees with written notice of the employee's shift schedule at least ten calendar days before the employee is scheduled to work, under certain circumstances. Requires certain employers to pay their employees twice as much as their regular rate of pay for time worked when their shift schedule was not timely given.
Prohibits the intentional release of balloons inflated with a gas that is lighter than air.
Appropriates funds to the department of agriculture for the control of the two-lined spittlebug and recovery of the rangelands damaged by the invasive pest.
Establishes penalties for failure to comply with certain submerged land reclamation regulations. Adds requirements for presently reclaimed land to be disposed of by the Board of Land and Natural Resources, without recourse to public auction, to an abutting owner, by sale, or by lease. Provides requirements for the Board to lease state submerged lands and lands beneath tidal waters.
Proposes a constitutional amendment to provide that freedom of speech does not include the expenditure of money to influence elections.
