Requires the licensing of sellers of ammunition, and for the identification and proper permitting of purchasers or possessors of ammunition. Regulates ammunition in the same manner that firearms are regulated.
Imposes a pay disparity general excise tax surcharge on any company conducting business in Hawaii whose top executive earns at least one hundred times more than the median income of company employees.
Requires the department of education to develop a plan to transition the Hawaii School for the Deaf and Blind to a conversion charter school.
Authorizes forfeiture of certain ERS benefits, pursuant to court order, for state or county employees and designated beneficiaries who are convicted of an employment-related felony.
Mandates the Department of Agriculture to take precautionary measures to anticipate, prevent, or minimize the adverse effects of biotechnology and genetic engineering.
Imposes a fee for selling sugar-sweetened beverages at the distributor level to be collected by the Department of Health. Establishes a special fund into which revenues are deposited. Establishes a trust fund in the private sector to receive revenues from the special fund. Establishes a healthy ohana committee to advise the department on the administration of the trust fund. Makes appropriations.
Establishes, beginning January 1, 2022, labeling requirements for any food or raw agricultural commodity sold in the State that contains a genetically engineered material, or was produced with a genetically engineered material; establishes exceptions; establishes violations; and requires director of health to adopt rules.
Requires health insurance coverage for various sexual and reproductive health care services.
Requires the Liquor Commission to deny any renewal for a liquor license if the applicant for renewal has violated any provision of chapter 281, Hawaii Revised Statutes, on three separate occasions during the twelve-month period preceding the renewal application date.
Authorizes the director of transportation to adopt rules that regulate and limit noise from vessels at harbors, ports, roadsteads, docks, wharves, piers, quays, bulkheads, and landings of the State.
