Prohibits landlords from recovering possession of a dwelling unit from tenants if habitability of the premises is significantly impaired. Establishes the ALOHA homes program to develop low-cost homes on state-owned and county-owned land in urban redevelopment sites to be sold in leasehold by the Hawaii housing finance and development corporation (HHFDC) to qualified residents. Exempts certain land from the definition of public lands. Requires HHFDC to gain legislative approval before disposing of certain lands. Provides for the disposition of lands acquired by HHFDC but no longer needed for the ALOHA homes program. Appropriates moneys. Effective 7/1/2050. (SD2)
Requires each county police department to collect certain data regarding police stops, uses of force, and arrests, and submit to the legislature annual reports. Effective 5/6/2137. (SD1)
Authorizes advanced practice registered nurses, in addition to physicians, to practice medical aid in dying in accordance with their scope of practice and prescribing authority. Authorizes psychiatric mental health nurse practitioners and clinical nurse specialists, in addition to psychiatrists, psychologists, and clinical social workers, to provide counseling to a qualified patient. Reduces the mandatory waiting period between oral requests from twenty days to fifteen days. Waives the mandatory waiting period for those terminally ill individuals not expected to survive the mandatory waiting period. (SD2)
Includes any firearm or rifle with the capacity to fire ammunition of fifty caliber or higher except shotguns and muzzle-loading firearms in the list of prohibited weapons. Takes effect 5/6/2137. (SD1)
Requires that in the event that one of the respective parties to a marriage contract is a minor and the other party is more than five years older than the minor, the child protective services unit of the department of human services shall investigate and report to the family court of the circuit in which the minor resides before the marriage is approved. Mandates appointment of a guardian ad litem to represent the best interest of a mentally ill individual in assistant community treatment proceedings. Eliminates the need for the office of the public defender to participate in the proceedings. Effective 5/1/2029. (SD2)
