Removes the requirement to prove that a dog has bitten a person on at least two separate occasions prior to bringing legal action against a dog's owner to determine whether conditions of treatment or confinement have changed so as to remove the danger the dog poses to other persons. (CD1)

Part I: Extends the deferment of further implementation of the executive and judicial branch salary increases as well as planned raises for members of the legislature. Effective 6/29/2021. Part II: Establishes public notice requirements for short form public notices of reapportionment plans. Temporarily amends the start date for the availability of nomination papers for 2022 primary election. Defines "permanent resident" for legislative reapportionment purposes. Authorizes and appropriates funds to the reapportionment commission. (CD1)
Codifies the administrative rule definition of "assistance animal". Clarifies the type of verification an individual may provide to substantiate a reasonable accommodation request for a specific assistance animal. Specifies that possession of a vest or other distinguishing animal garment, tag, or registration document commonly purchased online and purporting to identify an animal as a service animal or assistance animal does not constitute valid verification of a disability-related need for an assistance animal. Eliminates the use of monetary bail and requires defendants to be released on their own recognizance for traffic offenses; violations; and nonviolent petty misdemeanor, misdemeanor, and class C felony offenses, with certain exceptions. Effective 7/1/3021. (HD1)

Restricts civil asset forfeiture to cases involving the commission of a felony offense where the property owner has been convicted of the underlying felony offense, subject to certain circumstances. Directs any forfeiture proceeds to the general fund. Amends the allowable expenses for moneys in the criminal forfeiture fund. Amends the requirements for the attorney general to adopt rules and report on the Hawaii omnibus criminal forfeiture act. Effective 7/1/3021. (HD1)
