Endorses the Global Commitment outlined by the Ellen MacArthur Foundation and United Nations Environment Programme and directs the Office of Planning and Sustainable Development to set targets and implement policies to achieve the goals of the Global Commitment.

Authorizes the Department of Health to allow a licensed dispensary to purchase up to three thousand grams of medical cannabis or manufactured cannabis products from another licensed dispensary to ensure ongoing qualifying patient access. Increases the allowable number of production centers and retail dispensing locations per dispensary license. Places certain limits on where qualifying patients can obtain medical cannabis or manufactured cannabis products after 12/31/22. Authorizes the Department of Health to set fee structures for the submission of applications for each additional production center and retail dispensing location and for dispensary-to-dispensary sales. Permits inspections of registered grow sites by Department of Health or law enforcement to verify compliance with cannabis plant limits for cultivation by qualifying patients. Limits dispensary-to-dispensary sales to those located on the same island, as long as federal law prohibits the transportation of medical cannabis over a body of water. Effective 7/1/2022.
Prohibits discrimination, including in advertisements for rental property, in rental transactions based on participation in a section 8 housing choice program or any permanent supportive housing program or requirements related to participation in these housing assistance programs. Appropriates funds.
Requires the Department of Business, Economic Development, and Tourism to adopt minimum appliance efficiency standards for air purifiers, portable air conditioners, residential ventilating fans, portable electric spas, and uninterruptable power supplies sold or installed in the State that are substantially equivalent to existing appliance efficiency standards established by various states and the federal government.
Establishes the Tourism Destination Congestion Management Task Force to estimate the market price for entrance to popular public tourist sites, explore innovative methods to disincentivize congestion at popular public tourist sites, investigate feasible ways in which new technologies can be implemented to assist in destination management, evaluate methods in which collected revenues can be directed back into the maintenance of popular public tourist sites or surrounding communities, and determine the contribution residents make to tourist congestion. Repeals on June 30, 2024.
Establishes a carbon emissions tax credit. Expands the environmental response, energy, and food security tax to include carbon emissions.
Requires and establishes deadlines for state facilities, except smaller facilities, to implement cost-effective energy efficiency measures. Directs the Hawaii State Energy Office to collect utility bill and energy usage data for state-owned buildings and to make the data publicly available. Establishes a goal for the State to achieve at least twenty-five percent reduction in the electricity consumption of state facilities. Beginning 7/1/2023, requires, where feasible and cost-effective, the design of all new state building construction to maximize energy and water efficiency, maximize energy generation potential, and use building materials that reduce the carbon footprint of the project.
Allows an individual who is seventeen years of age but will be eighteen years of age on or before the next general election to register and vote at the primary election immediately preceding that general election and in any co-occurring or intervening special election. Takes effect upon ratification of an appropriate constitutional amendment.
Requires the Department of Education to establish and implement a sexual abuse prevention education program to educate public and charter school students on sexual abuse prevention, provide relevant training to teachers and staff, and inform parents and guardians about important child sexual abuse topics. Requires the Board of Education to adopt policies to effectuate the program. Requires reports to the Legislature. Appropriates moneys.
Requires that a certain percentage of expenditures from the works of art special fund be used for the commissioning of statues at new state buildings.
