Requires nominees for the position of deputy director of principal departments to be subject to advice and consent of the senate.

Promotes development within one-half mile radius of any station along the rail transit system. Eliminates certain restrictions for developing state-owned real property located within one-half mile radius of any station along the rail transit system. Permits high-density development of state-owned real property located within one-half mile radius of any station along the rail transit system.
Requires an elector to vote for the candidates whose names appeared on the presidential general election ballot and who are of the political party or group they represent and invalidates an elector's vote for failure to vote accordingly. Enhances farmer equity by ensuring inclusion of socially disadvantaged farmers and ranchers in the development, implementation, and enforcement of food and agriculture laws, rule, policies, and programs. Requires an annual report to the legislature.
Establishes a process, beginning on 1/1/2023 for automatically preregistering or registering public school- and charter school-enrolled students who are at least 16 years old to vote.
Appropriates funds to extend the higher and continuing education program at women's community correctional center to support. Provides funding for incarcerated women to become general education development (GED) tutors to peers, college correspondence courses, re-entry and transitional services, and continuation of the program at Windward Community College.
