Modifies the existing plant and animal declaration form to also require in-bound travelers to the State to acknowledge state laws, federal laws, and individual responsibility to protect the environment and agriculture of the State. Requires all other documents travelers are required to complete to enter the State, except documents only relating to COVID-19, to include an environmental and agricultural affirmation.

Requires the Public Utilities Commission to develop and adopt reliability standards and interconnection requirements to facilitate the timely interconnection of utility-scale renewable energy projects.
Authorizes the Hawaii Housing Finance and Development Corporation the right of first refusal for the development of property for all development on state lands, excluding Hawaii Public Housing Authority and Department of Hawaiian Home Land lands, that are within a one-half mile radius of a rail transit station, provided there is a transfer of any property interest, including a leasehold interest, in state lands that are within a one-half mile radius of a rail transit station.

Eliminates the use of monetary bail and requires defendants to be released on their own recognizance for traffic offenses; traffic violations; and nonviolent petty misdemeanor, misdemeanor, and class C felony offenses, with certain exceptions. Requires the Department of Public Safety to provide videoconferencing to a defendant who chooses to participate in a bail report interview via videoconference.
Proposes to amend Article IV of the Constitution of the State of Hawaii by inserting a new section that provides that, for the purposes of legislative reapportionment and redistricting, the term "permanent resident" means any person counted as residing in the State, according to the most recent census certified by the United States Census Bureau or any successor federal agency.
Bans the sale of flavored tobacco products and mislabeled e-liquid products. Effective 1/1/2023.
Requires the Department of Health to implement recommendations made by the Office of the Auditor regarding the deposit beverage container program, including developing a risk-based selection process to select reports submitted by distributors and redemption centers for audit. Requires the Department of Health to report on its implementation of the recommendations to the Legislature.
