RELATING TO THE OCEAN STEWARDSHIP SPECIAL FUND.

Authorizes the Ocean Stewardship Special Fund to be used for planning, development, designing, or implementation of beach restoration projects, including the awarding of grants to nonprofit organizations for beach and nearshore environmental cleanup. Takes effect 7/1/2050. (SD1)

RELATING TO THE CONVEYANCE TAX.

Increases the rate of conveyance tax for condominiums and single family residences ineligible for a county homeowner's exemption with a value of at least $2,000,000. Exempts from the conveyance tax documents and instruments conveying real property subject to a government assistance program approved and certified by Hawaii Housing Finance and Development Corporation and used for the provision of affordable housing for qualified persons in the State. Removes maximum dollar amount of conveyance tax revenues that are to be paid into the rental housing revolving fund each fiscal year. Effective January 1, 2023. (SD1)

RELATING TO RENTAL DISCRIMINATION.

Prohibits discrimination in rental transactions based on participation in any government rental assistance program, including low-income housing assistance under the United States Housing Act of 1937, 42 U.S.C. § 1437f, as amended.

RELATING TO SAFE ROUTES TO SCHOOL.

Establishes the Safe Routes to School advisory committee to develop a strategic plan for the Safe Routes to School Program by 11/1/2025. Appropriates funds for the hiring of a full-time Safe Routes to School coordinator.

RELATING TO IN VITRO FERTILIZATION INSURANCE COVERAGE.

Removes discriminatory requirements for mandatory insurance coverage of in vitro fertilization procedures to create parity of coverage for same-sex couples, unmarried women, and male-female couples for whom male infertility is the relevant factor. (SD1)

RELATING TO A COASTAL ZONE PROGRAM.

Establishes, within the Office of Planning and Sustainable Development, a taskforce, advisory group, and consultant team to develop a coastal zone framework-development taskforce to develop a programmatic framework for a Hawaii next generation coastal zone management program. RELATING TO LEAF BLOWERS.

Prohibits the sale, offer for sale, or operation of gasoline-powered leaf blowers. Increases the amounts of fines for offenses against leaf blower restrictions and provides for the forfeiture of gasoline-powered leaf blowers on a third violation. Removes the exemption on leaf blower restrictions for government agencies. Takes effect 1/1/2024.

RELATING TO RECIDIVISM PREVENTION.

Establishes within the Department of Public Safety Reentry Office, a 5-year Recidivism Prevention Pilot Program, consisting of three components: the housing voucher program, child care voucher program, and income tax credit for employers to assist the reentry efforts of certain individuals who exited from the Women's Community Correctional Center, for two years after the exit. Establishes five Transition Navigator positions (5.00 FTE) within the Department of Public Safety Reentry Office. Appropriates funds.
