RELATING TO NOISE CONTROL.

Authorizes county liquor commissions and liquor control adjudication boards to revoke or suspend; deny the application, renewal, or transfer of; or withhold issuance of a liquor license when the licensee or applicant fails to take corrective action to address noise complaints or violations. Sets maximum permissible noise levels in dBC measurements for noise emitted by establishments licensed to sell liquor and clarifies that emission of noise that exceeds the maximum permissible noise level constitutes a noise violation. Authorizes law enforcement officers to enforce noise violations by issuing summons or citations. Effective 7/1/2060. (HD1)

RELATING TO CAMPAIGN FINANCE.

Prohibits foreign nationals and foreign-influenced corporations from making independent expenditures, electioneering communications, or contributions to candidates or committees. Requires every corporation that contributes or expends funds of more than $1,000 in an election cycle in a state election to file a statement of certification regarding foreign influence. Requires recipients of corporate donations from expending funds for certain purposes unless the contributing corporation has certified that the corporation is not foreign-influenced. Requires noncandidate committees making only independent expenditures to obtain a statement of certification from each top contributor required to be listed in an advertisement. (SD1)

RELATING TO CHILD CUSTODY.

Beginning 7/1/2023 requires certain individuals attempting to serve as child custody evaluators to complete a training course on domestic violence issues every three years. Establishes requirements for the training course and submission of proof of completion. Appropriates funds. Effective 7/1/2060. (HD2)

RELATING TO THE LOW-INCOME HOUSEHOLD RENTERS TAX CREDIT.

Increases the credit amount and the income eligibility cap thresholds for the income tax credit for low-income household renters by using tax brackets. Provides for inflation increases every 3 years based on the urban Hawaii consumer price index. Effective 7/1/2050. (SD1)

RELATING TO EDUCATION.

Requires the governor to nominate members for reappointment at least one hundred fifty days before the expiration of the member's term. Requires the senate to consider the reconfirmation of the member at least sixty days before the member's term expires. Clarifies that holdover members shall not serve as members of the board of education beyond the end of the first regular session of the legislature following the expiration of the member's term unless duly appointed by the governor and confirmed by the senate. Immediately disqualifies from service any holdover member whose nomination is withdrawn by the governor prior to the holdover member's confirmation by the senate. Requires the governor to annually submit to the senate a list of the names of any vacancies filled by interim appointment and the number of any vacancies on the board. Effective 7/1/2051. (HD1)

RELATING TO BOARD MEETINGS.

Defines "board packet" and requires each state board to make its board packets publicly available at least forty-eight hours prior to the board meeting, but only if the board uses board packets. Effective 7/1/2112. (HD1)
