RELATING TO THE SPAYING AND NEUTERING OF ANIMALS.

Establishes a spay and neuter special fund. Allows funds from an income tax check-off to be deposited into the spay and neuter special fund. Requires the department of land and natural resources, in collaboration with animal welfare groups and organizations, to plan a count of free-roaming cats per main island. Requires a report to the legislature. Appropriates funds. Effective 7/1/2050. (HD2)

RELATING TO THE COMMISSION TO PROMOTE UNIFORM LEGISLATION.

Provides a limited exemption for the Hawaii Commission to Promote Uniform Legislation from certain requirements of part I of chapter 92, HRS, for the purpose of allowing commissioners of the Commission to Promote Uniform Legislation to attend and participate in a full capacity in meetings hosted by the Uniform Law Commission, without any limitation on the number of participating commissioners, in furtherance of its goal of representing and promoting uniformity of legislation for the State.

RELATING TO PSYCHOLOGY.

Requires the auditor to conduct a sunrise analysis on a proposal to regulate school psychologists. Requires the auditor to submit a report to the legislature by 2024. Effective 7/1/2060. (HD2)

RELATING TO HOMELESSNESS.

Establishes a statewide homelessness information system working group to assess the feasibility of establishing a statewide information system to collect and track real-time data related to homelessness in the State, including availability of services, shelters, and low-cost housing in various regions of the State. RELATING TO AFFORDABLE HOUSING.

Requires the HHFDC, with the assistance of the governor's coordinator on homelessness, to review the Affordable Rental Housing Report and Ten-Year Plan; determine whether any of the lands in the report are suitable for development of temporary housing for the ohana zones pilot program or other affordable housing; and determine the actions required to develop the lands accordingly. Requires HHFDC to submit a report to the legislature before the 2023 regular session. Requires HHFDC to establish a five-year dwelling unit revolving fund equity pilot program. Appropriates funds. RELATING TO PROPERTY FORFEITURE.

Restricts civil asset forfeiture to cases involving the commission of a felony offense where the property owner has been convicted of the underlying felony offense, subject to certain circumstances. Directs any forfeiture proceeds to the general fund. Amends the allowable expenses for moneys in the criminal forfeiture fund. Amends the requirements for the attorney general to adopt rules and report on the Hawaii omnibus criminal forfeiture act. Effective 7/1/3021. (HD1)

RELATING TO CRIMINAL PRETRIAL REFORM.

Eliminates the use of monetary bail and requires defendants to be released on their own recognizance for traffic offenses; violations; and nonviolent petty misdemeanor, misdemeanor, and class C felony offenses, with certain exceptions. Effective 7/1/3021. (HD1)
