RELATING TO WASTEWATER SYSTEMS.

RELATING TO EARLY CHILDHOOD EDUCATION SCHOLARSHIPS.

Establishes the Early Childhood Education Scholarship Program within the University of Hawaii to assist students with school tuition in return for a service commitment to teach in the Executive Office on Early Learning Public Prekindergarten Program. Appropriates funds.

RELATING TO BEHAVIORAL HEALTH.

Requires the Hawaii Health Systems Corporation to partner with a nonprofit organization in the Kau District in the County of Hawaii to conduct a needs assessment to determine the demand for and access to urgent care and outpatient behavioral health services in Kau. Requires a report to the Legislature.

RELATING TO LANGUAGE ACCESS.

Requires each county's Director of Finance, in consultation with the County Examiner of Drivers, to establish an Interpreter Services Program to assist Compact of Free Association citizens with utilizing the services provided by the Department of Motor Vehicles of each county. Appropriates funds.

RELATING TO THE ESTATE TAX.

Amends the exclusion amount of Hawaii's estate tax. Repeals exemption for tax imposed on transfer of taxable estate located in Hawaii for nonresidents and nonresidents who are not citizens. Applicable to decedents dying or taxable transfers occurring after 12/31/2022. Effective 1/1/2024.
