RELATING TO ANIMAL FUR PRODUCTS.

RELATING TO CAMPAIGN FINANCE.

Allows an election candidate, treasurer, or candidate committee to use campaign funds for the candidate's child care and vital household dependent care costs under certain conditions. Effective 6/30/3000. (HD2)

RELATING TO MEDICAL EDUCATION AND TRAINING.

Reestablishes the Hawaii medical education special fund. Appropriates funds into and out of the Hawaii medical education special fund to the John A. Burns School of Medicine for graduate medical education and training programs, to create more residencies and training opportunities on the neighbor islands for medical students, and for medical student and residency training opportunities in partnership with the United States Department of Veterans Affairs. Effective 6/30/3000. (HD1)

RELATING TO STATE WATER CODE PENALTIES.

Creates a minimum penalty and raises the maximum penalty for every violation of the State Water Code. Clarifies that each day a violation exists or continues is a separate offense. Requires the Commission on Water Resource Management to determine the amount of the penalty based on the circumstances of the violation. Appropriates funds for positions in the Commission on Water Resource Management. Effective 6/30/3000. (HD3)

RELATING TO THE FESTIVAL OF PACIFIC ARTS.

Appropriates funds to the department of business, economic development, and tourism for the governor to plan and coordinate the festival of pacific arts and culture to be held in Honolulu from 6/6/2024 to 6/16/2024. Requires the department of business, economic development, and tourism to submit, prior to the release of the funds appropriated by this Act, a report detailing how previous state funds that were appropriated for the festival were expended and, no later than twenty days prior to each regular session until the funds appropriated by this Act are fully expended or lapse, a report on the governor's festival expenses for the preceding year. Dissolves the commission on the 13th festival of pacific arts. Assigns to the governor the duties for planning and coordinating all state-sponsored and other celebration events staged for the festival of pacific arts and culture. Effective 6/30/3000. (HD2)

RELATING TO PEDESTRIANS.

Authorizes pedestrians to act contrary to the statewide traffic code when a reasonably careful pedestrian would determine that there is no immediate danger of a collision with a moving vehicle. Effective 6/30/3000. (HD1)

RELATING TO TRANSPORTATION.

Increases the fines for violating provisions relating to the installation of noisy exhaust pipes and mufflers. Authorizes police officers to conduct examinations and inspections if the officer has probable cause to believe that a vehicle's excessively noisy muffler is evidence of a violation. Effective 6/30/3000. (HD1)

RELATING TO ARRANGEMENT OF CANDIDATE NAMES ON BALLOTS.

Requires that any new contract entered into by the Office of Elections for equipment or services relating to preparing ballots or counting votes include the capability to randomize the names of candidates appearing on the ballot if technologically possible. Requires candidate names to be randomized on ballots, to the greatest extent possible. Requires the Office of Elections to inform voters and candidates, by a method suited for the voting system, that the names of candidates may not be in alphabetical order. Effective 6/30/3000. (HD2)

RELATING TO TRANSPORTATION.

Conditions the issuance of a certificate of inspection upon a vehicle not being equipped with a noisy muffler or exhaust system. Requires rules regarding safety check inspections to ensure that a motorcycle, moped, or motor vehicle is not equipped with a noisy muffler or exhaust system. Suspends, revokes, or refuses renewal of a permit for an official inspection station upon a third or subsequent wilful violation of any rule regarding inspecting a noisy muffler or exhaust system. Increases the maximum fine for violating noisy muffler and exhaust system laws. Includes repairing or installing a noisy muffler or exhaust system as a prohibited practice for motor vehicle repair laws. Effective 6/30/3000. (HD1)

RELATING TO GRANTS-IN-AID.

Requires organizations to obtain legislative approval prior to the disposition of land that was acquired using state grants, but only if the land was acquired after the enactment of this Act. Effective 6/30/3000. (HD1)
