RELATING TO VOTER INFORMATION.

Requires the Office of Elections to prepare a questionnaire to which candidates may respond. Requires the Office of Elections to publish any responses provided by a candidate on its website and in the digital voter information guide no later than eighteen days before a primary election. PROPOSING AN AMENDMENT TO ARTICLE I OF THE HAWAII STATE CONSTITUTION TO RECOGNIZE AND PROTECT THE INHERENT AND INALIENABLE RIGHT OF ALL PEOPLE TO CLEAN WATER AND AIR, A HEALTHFUL ENVIRONMENT AND CLIMATE AND HEALTHY NATIVE ECOSYSTEMS AND BEACHES.

Proposes a constitutional amendment to ensure that the inherent and inalienable right of the people, including future generations, to clean water and air, a healthful environment and climate and healthy native ecosystems and beaches, shall be protected and shall not be infringed. RELATING TO ELECTRIC VEHICLE CHARGING INFRASTRUCTURE.

Establishes a State goal to retrofit state facilities to be electric vehicle charger-ready. Beginning 7/1/2027, requires the design of all new state building construction that includes parking to ensure that at least ten per cent of parking stalls are electric vehicle charger-ready. Requires the Hawaii State Energy Office, in consultation with the Department of Accounting and General Services, Department of Transportation, and all other state agencies that own or manage state facilities that include parking, to conduct a survey and identify certain high-priority state facilities. Requires the Hawaii State Energy Office to assess the costs of, and install, retrofits and electric vehicle charging system at high priority state facilities. Requires a report to the Legislature. RELATING TO STRATEGIC FOOD RESERVES.

Establishes the Hawaii Strategic Food Reserves Program within the Department of Agriculture and Biosecurity. Establishes purchasing requirements for crops stored at a strategic food reserve. Establishes the Strategic Food Reserves Advisory Committee. Establishes the Agricultural Market Development Grant Program. Establishes the Hawaii Strategic Food Reserves Program Special Fund. Requires DAB and the Strategic Food Reserves Advisory Committee to submit annual reports to the Legislature, respectively. RELATING TO TAX HAVEN ABUSE.

Effective 1/1/2028, requires corporations to include in their income the income of all foreign subsidiaries to the State; applies the State's apportionment formula to determine the share of reported profits subject to the appropriate tax, which shall be deposited into the state general fund; and requires corporations to report all profits, losses, revenues, and inter-company transactions made and all taxes paid in other states. Establishes penalties for violations. Effective 7/1/2050. (SD1)

RELATING TO DEPOSITS OF PUBLIC FUNDS.

Requires the Director of Finance to consider, before the selection of a depository for the state treasury, the beneficial effects to the State of using depositories within the State, including but not limited to lending at favorable terms for the creation of certain affordable housing units. RELATING TO ANIMAL IMPORTATION.

Requires, as a condition of entry into the State, documentation verifying that any dog or cat imported into the State has been surgically sterilized, subject to certain exemptions. Requires the Department of Agriculture and Biosecurity to forward declarations of intact animal importation to appropriate county animal control agencies or contractors. Effective 7/1/2050. (SD1)

RELATING TO THE POWERS OF ARTIFICIAL PERSONS.

Prohibits any state-chartered corporation, limited liability company, limited partnership, limited liability partnership, cooperative, nonprofit, or other association from making expenditures or contributions in connection with elections or ballot measures. Deems any election or ballot measure expenditure or contribution to be ultra vires or void as a matter of law, triggering administrative forfeiture of charter privileges, including limited liability and perpetual duration, until reinstatement. RELATING TO HEALTH.

Requires electronic smoking device and e-liquid manufacturers to certify to the Department of Attorney General annually that the manufacturer received a Marketing Granted Order from the federal Food and Drug Administration and that the manufacturer is in compliance with federal regulations and state laws. Requires the Department to compile and make public a directory of all electronic smoking device and e-liquid manufacturers and products duly certified. Establishes penalties for manufacturers that fail to comply with the certification requirements and for other parties that sell products that are not in the directory. Effective 1/30/2050. (SD1)
