RELATING TO FIREWORKS.

Establishes the shipping container inspection program and appropriates funds for the shipping container inspection program. Requires the Department of Public Safety to submit reports to the Legislature on implementation of the shipping container inspection program. Appropriates funds.

RELATING TO FEMALE GENITAL MUTILATION.

Establishes the class B felony offense of prohibited acts related to female genital mutilation. Requires prosecuting attorneys of the respective counties to keep annual statistics on cases involving prohibited acts related to female genital mutilation. Requires the Administrator of the Hawaiʻi Criminal Justice Data Center to annually compile and report these county statistics to the Legislature. Establishes mandatory reporting requirements for ongoing or suspected cases of prohibited acts related to female genital mutilation. Appropriates funds.

RELATING TO FIREARMS.

Prohibits a person from lending a firearm to a person who does not have a firearm permit or does not have a registered firearm. Requires an adult who is borrowing a firearm to have either a firearm permit or a registered firearm, and not be prohibited to own or possess a firearm. Specifies that an adult who is twenty-one years of age or older may be lent a rifle or shotgun for a period not to exceed twelve hours. Repeals the authorization to use a rifle or shotgun outside of the State for up to seventy-five days. Repeals the authorization to lend a rifle or shotgun without a permit.

RELATING TO ORGANIC WASTE.

Establishes statewide goals for solid waste reduction and organic waste diversion. Requires each county to incorporate into its next integrated solid waste management plan revision a plan to reduce all organic waste produced within the county by facilities generating more than a specified amount of organic waste per year in alignment with established state benchmarks. Appropriates funds.

RELATING TO LAW ENFORCEMENT REFORM.

Requires a law enforcement officer who observes criminal misconduct by another law enforcement officer to report the criminal misconduct. Requires passage of a psychological screening test battery to qualify for appointment as a law enforcement officer. Subjects a law enforcement officer to denial, suspension, or revocation of a law enforcement officer's certification for failure to report observed criminal misconduct or committing an act of criminal misconduct. Prohibits the use of a chokehold by a law enforcement officer unless the use of deadly force is justifiable. Defines chokehold.
