RELATING TO VISITOR IMPACT FEES.

Effective 7/1/2025, establishes the visitor impact fee program within the department of land and natural resources, through which the department will collect a fee from visitors for a license to visit a state park, forest, hiking trail, or other state natural area. Establishes the visitor impact fee special fund effective 7/1/2023. Requires report to the legislature on strategic plan and timetable for objectives and implementation of the visitor impact fee program. Appropriates funds for the visitor impact fee strategic plan and positions for the visitor impact fee program. Effective 6/30/3000. (HD3)

RELATING TO INVASIVE SPECIES.

Requires the Hawaiʻi Invasive Species Council to classify the fungal pathogen that causes coffee leaf rust as an invasive species in its administrative rules and to direct available funding for mitigation efforts, research, and prevention or control actions for coffee leaf rust. Effective 6/30/3000. (HD1)

RELATING TO OHANA ZONES.

Establishes positions within the Office of the Governor to be responsible for the deployment of the capital improvement funds appropriated by this Act. Appropriates funds for the ohana zones pilot program for expenses relating to operations, upkeep of facilities, provision of services, administrative costs, and the construction of facilities. Makes the ohana zones pilot program a government assistance program for purposes of a general excise tax exemption. Specifies that certain exemptions shall apply to the ohana zone construction. RELATING TO MENTAL HEALTH.

Requires the department of health to track and publicly report certain data relating to crisis reports, emergency mental health transports, and court-ordered treatments. Requires the department of health to respond to reports about persons having severe mental illness who are in need of assistance, assess whether those persons may fulfill the criteria for assisted community treatment, and coordinate the process for an assisted community treatment order if indicated. Establishes that a court's denial of a petition for involuntary commitment shall serve as notification to the department of health that the person should be evaluated for assisted community treatment. Requires the department of the attorney general to assist with the preparation and filing of petitions for assisted community treatment, unless declined by the petitioner. Appropriates funds to the department of health for software and data collection and publication. Appropriates funds for statewide education and training on policies related to emergency examination and hospitalization and assisted community treatment. Effective 6/30/3000. (HD2)

RELATING TO THE COLLEGE SAVINGS PROGRAM.

Establishes a state income tax deduction for eligible contributions made to a college savings program established under chapter 256, Hawaiʻi Revised Statutes. Effective 6/30/3000. Applies to taxable years beginning after an unspecified date. (HD1)

RELATING TO TRANSPORTATION.

Conditions the issuance of a certificate of inspection upon a vehicle not being equipped with a noisy muffler or exhaust system. Requires rules regarding safety check inspections to ensure that a motorcycle, moped, or motor vehicle is not equipped with a noisy muffler or exhaust system. Suspends, revokes, or refuses renewal of a permit for an official inspection station upon a third or subsequent wilful violation of any rule regarding inspecting a noisy muffler or exhaust system. Increases the maximum fine for violating noisy muffler and exhaust system laws. Includes repairing or installing a noisy muffler or exhaust system as a prohibited practice for motor vehicle repair laws. Effective 6/30/3000. (HD1)
