Requires the Comptroller and State Librarian to identify state office buildings, including state libraries, that can provide equitable telecommunication access to allow certain residents, including residents with disabilities, to participate remotely in legislative hearings and estimate the costs and resources, including additional staffing, to effectuate this purpose. Requires all health care providers who accept Medicare to provide a cognitive assessment as part of the Medicare Part B annual wellness visit for Medicare beneficiaries sixty-five years of age or older, with certain exceptions. Requires health care providers to submit certain information to the Executive Office on Aging and the Executive Office on Aging to report de-identified aggregated data to the Legislature on an annual basis. Appropriates funds. Effective 1/1/2026.
Requires corporations, organizations, or individuals engaging to commercial transactions or trade practices to clearly and conspicuously notify consumers when the consumer is interacting with an artificial intelligence chatbot or other technology capable of mimicking human behaviors. Authorizes private rights of action. Establishes statutory penalties.
Authorizes a physician, upon consultation with a minor patient who indicates that the minor was the victim of a sexual offense, with the consent of the minor patient, to perform customary and necessary examinations to obtain evidence of the sexual offense and may prescribe for and treat the patient for any immediate condition caused by the sexual offense. Provides that the consent of the parent, parents, or legal guardian of a minor offender who has been committed to the Hawaii youth correctional facilities is not necessary in order to authorize hospital, medical, mental health, dental, emergency health, or emergency surgical care.
Appropriates moneys to the Office of Veterans' Services to perform its statutory duties, including maintaining a center that provides information, counsel, aid, and assistance to veterans, their families, and their dependents; and cooperating with federal agencies responsible for the administration of rights and benefits granted to veterans, their families, and their dependents.
